Councilmember Sullivan said it should be part of the task force recommendation and
Councilmember McGovern concurred.
Mayor Hosterman said she believed that the Council would do the same with these projects as it
has with every other in recent years; that is to have the highest expectations and mandate the
highest levels of green building that it possibly can.
Vice -Mayor Cook Kallio recommended an addition to Task three indicating that, in the design
process, the task force would try to adhere to the sustainability goals outlined in the General
Plan. Mayor Hosterman supported the addition.
Councilmember McGovern asked and staff confirmed that both green building and recycled
water are integral components of sustainability.
Councilmember Thorne said there should be an assumption that this will comply with the
General Plan.
Mr. Fialho confirmed and said this is the same as any PUD project that comes forward and is
required to comply with various codes and standards.
MOTION: It was m/s by Hosterman /Cook Kallio to approve the staff recommendation, with the
amendments that the scope of work be limited to the area around the BART station, that the
task force provides the Council with a status report at the end of 12 months, and to include the
proposed language provided by Mr. Fialho, and the addition of sustainability language to Task
three. Motion passed by the following vote:
Ayes: Councilmembers Cook Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman
Noes: None
Absent: None
Mayor Hosterman said that the initiation of task forces within this City always provide an
opportunity to bring new people into the process. She said that staff and the Council have
worked diligently, with public input, to put together a process that has every opportunity for great
success. She said that these processes make for new leaders.
Councilmember Sullivan said that while he did not achieve the compromises he was hoping for
and while many sides are not getting what they wanted either, this is an opportunity for
everyone involved to make a difference. He encouraged everyone to participate in this outcome
which will directly affect the entire community.
BREAK Mayor Hosterman called for a brief recess and thereafter reconvened the regular
meeting.
14. Second reading and adoption of Ordinance No. 1998 approving the rezoning of three sites
in Hacienda Business Park
Mr. Dolan stated that this second reading would typically be a consent item, but that the Council
requested it be placed on the regular agenda to be voted on following the previous discussion
on the task force.
Mayor Hosterman noted there were no speakers.
City Council Minutes Page 15 of 21 November 3, 2009
