She reiterated her desire to see the concepts of green building and <br /> sustainability supported. <br /> Mayor Hosterman said those matters will be addressed when the Council is working through the <br /> specific development projects. <br /> Councilmember Sullivan suggested that, rather than a deadline, the task force provide the <br /> Council with a report at the end of 12 months which outlines what has been determined, what is <br /> still needed, and how much time that would require. <br /> Councilmember McGovern offered support for that. She noted that financial encumbrances <br /> could affect new residents as well and asked the City Manager if this process will include a <br /> study of possible solutions to that burden. <br /> Mr. Fialho explained that it is outlined in the scope of work as an item that staff needs to <br /> research, explore, and ultimately provide a recommendation on. He said he has been asked by <br /> residents to convene an initial meeting with James Paxson and some of the stakeholders to <br /> discuss residents' concerns and possible options to resolve these in advance of this process. <br /> He could not be sure that the discussion would end in something that aligns with what residents <br /> may ask for but said that, at the least, an initial discussion could lead to something else and <br /> ease some of the friction associated with this process. He stressed that there is no commitment <br /> on the part of staff that the residents' desired outcome can be achieved outside of the task force <br /> process. <br /> Councilmember McGovern said that applying any of these extra costs to TOD residents would <br /> most likely raise the cost of these units well outside the range of affordability. <br /> Mayor Hosterman appreciated the thoughts and comments of the Council and said she largely <br /> agreed with everything. <br /> MOTION: Mayor Hosterman made a motion to adopt staff's recommendation with the <br /> adjustments that the scope of work be limited to the area around the BART station and that the <br /> task force provide the Council with a status report at the end of 12 months. <br /> Councilmember Sullivan requested the removal of any language which anticipates the process <br /> will be complete in 12 months. <br /> Vice -Mayor Cook Kallio pointed out that the timeframe is not binding, provided the Council <br /> determines it is appropriate for the task force to continue. She said she would like some <br /> constraints in order to press people towards a solution. To Councilmember McGovern's point <br /> regarding holiday and travel seasons, she said it is important that those who are appointed to <br /> the task force be fully committed to the process. <br /> Councilmember Sullivan said he would the like the language to reflect some flexibility in the <br /> anticipated timeframe; that the timeframe could be 12 to 18 months and at the end of 12 <br /> months, the task force will provide the Council with a status report, and recommendations <br /> developed to date, and any requests for additional time. <br /> Vice -Mayor Cook Kallio directed him to page 4 of the staff report which states a goal, "to reach <br /> a consensus on the future of Hacienda and complete the Planning process within 12 months." <br /> City Council Minutes Page 13 of 21 November 3, 2009 <br />
