THE CITY OF 10 <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTONe <br /> December 15, 2009 <br /> Community Development <br /> Planning Division <br /> TITLE: PRESENTATION BY THE BAY AREA RAPID TRANSIT (BART) <br /> REGARDING ITS DRAFT PROGRAM ENVIRONMENTAL IMPACT <br /> REPORT FOR THE PROPOSED EXTENSION OF BART SERVICE <br /> FROM THE DUBLIN /PLEASANTON STATION TO LIVERMORE <br /> SUMMARY <br /> In November 2009, the Bay Area Rapid Transit District (BART) released a Draft <br /> Program Environmental Impact Report (DEIR) to extend BART's rail service to <br /> Livermore. All nine project alternatives are partially within Pleasanton's City limits, <br /> Pleasanton's Sphere of Influence, and Pleasanton's Planning Area Boundary. Service <br /> is proposed to follow an alignment originating in the Interstate 580 (1 -580) median, at the <br /> existing Dublin /Pleasanton BART station, travel eastward, through Pleasanton, and <br /> terminate in Livermore. The nine different rail alignment alternatives would run to some <br /> extent in the 1 -580 median, and five of the alternatives would run on El Charro Road <br /> near the eastern side of Staples Ranch and along the eastern edge of the East Side <br /> Specific Plan Area shown in Pleasanton's General Plan. The alternatives on El Charro <br /> Road depict the rail service on an elevated track structure. A figure showing the <br /> alternatives is attached. The DEIR can be viewed at www.barttolivermore.orq. <br /> RECOMMENDATION <br /> Staff recommends the City Council listen to BART's presentation regarding the BART to <br /> City of Livermore project, ask any questions it may have, and allow the public to <br /> comment on the presentation. <br /> FINANCIAL STATEMENT <br /> The financial impact will not be known until a preferred alternative is chosen. <br /> Page 1 of 3 <br />
