December 1, 2009 Finance TITLE: PLEASANTON DOWNTOWN BUSINESS IMPROVEMENT DISTRICT ADVISORY BOARD REPORT AND BUDGET AND INTENT TO LEVY THE ASSESSMENT FOR 2010 SUMMARY The PDA Advisory Board report and budget for 2010 are attached. The Advisory Board is not recommending any modifications to the district boundaries or to the method of levying the assessment for 2010. The budget and the assessment levy will be set for a December 15, 2009 public hearing. RECOMMENDATION Staff recommends that the Council accept the annual report and 2010 budget prepared by the Pleasanton Downtown Association "PDA Advisory Board and set a public hearing date for December 15, 2009 to levy the annual assessment. FINANCIAL STATEMENT The City contract with the PDA requires the City to match the annual assessments paid by businesses in the district. In 2009, the City match from the General Fund was approximately $60,000. Staff anticipates the 2010 match will be equivalent. In addition to the direct City contribution, the City contributes approximately $60,000 in indirect funding which includes staff time to administer the PDA assessments and contract, assistance with the Hometown Holiday Celebration, as well as the cost to maintain downtown planters, cleaning sidewalks, garbage pickup, and staff time for special events.
