THE CITY OF 11 <br /> pL£ASANTONC CITY COUNCIL AGENDA REPORT <br /> December 1, 2009 <br /> Community Development <br /> Engineering Division <br /> TITLE: APPROVAL OF PREANNEXATION AGREEMENT AND SEWER AND <br /> WATER CONNECTIONS FOR 6511 ALISAL STREET (FEY) <br /> SUMMARY <br /> The property owners of 6511 Alisal Street are requesting sewer and water service to <br /> serve their proposed residence located within the Happy Valley Specific Plan area <br /> outside the City limits. The property owners are requesting connection to the City's <br /> water system in order to eliminate reliance on their existing well. They are also <br /> requesting connection to the City sewer system to eliminate the use of their septic tank <br /> and leach field. In instances where a property is located within 200 feet of a public <br /> sewer line (as is the Fey property), Alameda County Department of Environmental <br /> Health regulations require that all new sewer systems utilize the public sewer line. <br /> These regulations are intended to protect existing groundwater supplies from <br /> contamination and to avoid any potential health risks associated with a failed septic <br /> system. A request to connect to City water and sewer systems also requires that the <br /> property owners enter into a preannexation agreement with the City. <br /> RECOMMENDATION <br /> 1. Authorize connection of the Fey's parcel located at 6511 Alisal Street (APN 949- <br /> 0007- 005 -00) to the City sanitary sewer and water systems, provided all connection <br /> work is done to the satisfaction of the City Engineer and all costs are borne by the <br /> property owner, and the proposed extension of City services is approved by LAFCo. <br /> 2. Approve the preannexation agreement between the Feys and the City of Pleasanton, <br /> and authorize the City Manager to execute the agreement. <br /> 3. File an application with LAFCo for the extension of sewer and water service to the <br /> Fey parcel. <br /> FINANCIAL STATEMENT <br /> The property owner would be required to pay all costs associated with extending the <br /> sewer and water system, which include all City water and sewer connection fees, <br /> permits, and fees required by the City, County, and LAFCo. <br />
