BACKGROUND <br /> On March 4, 2008, Pleasanton's City Council awarded the contract for the project to <br /> John D. Baker Construction Company in the amount of $416,000. The City Council also <br /> authorized the Director of Community Development to approve change orders up to the <br /> project contingency amount of $41,600. The subject project is now complete and ready <br /> for acceptance. <br /> The subject project included the following tasks: furnishing and installing all required <br /> traffic signal controllers and cabinets, street lights, traffic signal poles and mast arms, <br /> Edge -lit LED street name signs, Intelligent Transportation Systems related devices, <br /> conduits, conductors, foundations, pedestrian and equestrian push button poles and <br /> equipment, pull boxes, antennae, loop detectors, signal interconnect cables, luminaires, <br /> bollards, video detection equipment, equipment testing, traffic striping, pavement <br /> markings, signing and providing all necessary equipment brochures and manuals. <br /> The improvements at the Bernal Avenue and 1 -680 Freeway intersection are a complete <br /> traffic signal installation. Conduits and foundation work on the Vineyard Avenue and <br /> Pietronave Lane location were completed previously when Vineyard Avenue was <br /> realigned in anticipation of the traffic signal installation; all other components listed were <br /> completed as part of this project. <br /> This project also included the installation of EVA gates on Old Vineyard Trail. At the <br /> time of award of contract, it was indicated that if a cost effective agreement could be <br /> reached to pay Centex (the developer at that location) to install the gates, this add -on <br /> item would be removed from the John D. Baker construction Company contract. In fact, <br /> an agreement was reached and Centex installed the EVA gates. <br /> DISCUSSION <br /> During the initial stage of construction, the project was delayed due to lead time in <br /> receiving the traffic signal equipment. At approximately 50% completion, the Contractor <br /> experienced financial difficulties and two (2) stop notices were received that caused <br /> additional delay to the overall project completion. The City subsequently worked with <br /> the Contractor's bonding company to complete the project. <br /> Budget <br /> Several change orders were necessary to complete the project, including upgrading the <br /> traffic equipment to current technologies; changing pull boxes to traffic rated pull boxes <br /> to accommodate equestrian traffic; relocating conduit and pull boxes at Pietronave and <br /> Vineyard for PG &E's connection to the meter pedestal; adding additional striping at I- <br /> 680 and Bernal; and additional concrete and signal work at Isabel Avenue and Vineyard <br /> Avenue. <br /> Page 2 of 3 <br />
