22 <br />10/2/46 Calif. State Disaster <br />Council <br />10/5/46 Women's Improvement <br />Club <br />Questionnaire re key personal of <br />Disaster Council <br />Request Dance Permit for <br />Odtcber 19, 1946. <br />RECESS was called for examination of claims and reports. <br />ACTION ON CLAIMS AND REPORTS: The meeting was again called to order, <br />and on motion of Councilman Hansen, seconded by Councilman Mezza and <br />unanimously approved by all Councilmen present, it was ordered that <br />Claims Nos. 445 to 469 incl., mnounting to $1,178.10, be paid as <br />presented. All Officers' reports were approved and ordered 'filed. <br />ACTION ON COIMIMUNICATIONS :was postponed until later in the meeting in <br />order to allow Councilman Mezza to report on Public Utilities before <br />leaving the meeting to go to work. Councilman Mezza stated that Mrs. <br />O'Nieil had requested that the drainage ditch at the sewer farm be <br />Gleamed in order to drain water backing onto her property across the <br />road. Councilman Mezza advised that he had contacted local equipment <br />operators and estimated the cost of cleaning the ditch at $250 to <br />$300. It was agreed that Councilman Mezza should make arrangements <br />for this work and also that he should arrange for the use of Henry J. <br />Kaiser Co. equipment to clean ponds at the sewer farm. The matter <br />of employing a Sanitary Engineer to prepare a report on sewage dis- <br />posal requirements was discussed, and on motion of Councilman Mezza, <br />seconded by Councilman Hansen and approved by all Councilmen present, <br />Mayor Trimingham was authorized to enter into an agreement to secure <br />a preliminary study. <br />Councilman Mezza was excused at 9 :00 P.M. in order to go to work. <br />Three representatives of a Church group were present at the meeting <br />to request permission to erect a tent to be used for meetings. They <br />were advised that the Council had no authority to grant express per- <br />mission but that any tent to be so used must be flame proofed and <br />otherwise comply with Fire and Safety Codes. <br />ACTION ON COMMUJAICATIONS : <br />The Clerk was directed to advise the Womens Improvement Club that it <br />would be necessary to file a formal petition together with the $7.50 <br />fee before a permit could be granted for their proposed dance. The <br />Clerk was instructed to contact the Cities of Livermore and Hayward <br />relative to their action on a Disaster Council before replying to the <br />questionnaire on personnel. The Clerk was also directed to acknow- <br />ledge receipt of Mr. Ramseier's proposal and to advise him that he <br />would be informed of any further action to be taken by the Council. <br />All other communications were ordered filed. <br />COMMITTEE REPORTS: <br />LAWS AND JUDICIARY: Councilman Brenner reported that the Rose Room <br />Bar had had dancing without a permit on the night of October 5th. <br />It was decided to take no action on the matter <br />pending developments in the cases of two persons arrested for a dis- <br />turbance in the bar that evening. <br />FIRE DEPT. AND CITY HALL: Councilman Hansen reported that the con- <br />tractor was working on the City Hall and that some repairs to the <br />plastering would be required. He requested the Engineer to have a <br />chimney installed in the watchman's quarters at McKinley Park. <br />FIRE CHTF:F AMARAL reported some confusion in issuing fire permits due <br />to lack of a Town Ordinance covering burning of rubbish. The Clerk <br />was instructed to check with the T.o iof Livermore as to their regu- <br />lation of fire permits. <br />THE MAYOR also directed the Clerk to check up on previous correspon- <br />dence with the Western Pacific R.R. relative to installation of <br />crossing signals at Rose Avenue. <br />ATTY. NILSON advised the Council <br />to the Milk Inspection Ordinance <br />work on it before presenting it. <br />on the Title Co. for a report on <br />Southern Pacific H.R. <br />that he had prepared an amendment <br />but wished to do a little further <br />He also stated that he was waiting <br />the Title to Ray Street at the <br />
