That the overall master plan shall substantially conform to <br /> the uses, plans and elevations on file with the Planning <br /> Department. <br /> <br /> 2. That final design approval is granted for the Phase I <br /> buildings only~ each subsequent phase shall require final <br /> design approval by the City, Council. The Phase I project <br /> shall conform to the plans and elevations on file with the <br /> Planning Department except that the Behavioral Medicine <br /> facility shall be "flip-flopped" so that the open space <br /> recreational/social area is positioned in the interior of the <br /> site, the final design to be approved by the Planning <br /> Director. <br /> <br /> 3. That the uses allowed shall be those detailed in the project <br /> submittal master plan, including the helipad, and such other <br /> uses found by the Zoning Administrator to be compatible with <br /> the-hospital "campus" facility proposed. <br /> <br /> 4. That a separate application be submitted to the Planning <br /> Department for review and action by the Design Review Board <br /> relative to signs for the project. <br /> <br /> 5. That upon completion of the Phase I improvements, the <br /> applicant shall be responsible (i) for the maintenance of all <br /> existing on-site landscaping installed within the P.S.E.~s, <br /> and (ii) for the maintenance of all bus shelters so located <br /> or to be located on the site in the future within those <br /> P.S.E.'s. <br /> <br />6. That the use of the hellpad be limited to emergency <br /> situations and that no regularly scheduled use of the <br /> facility will be permitted. The helipad shall be operated so <br /> as to maintain exterior noise levels at affected, adjoining <br /> residential sites to at or below the City's maximum General <br /> Plan average day-night noise level (55 dBA fan). <br /> <br />7. That a noise assessment study reflecting impacts and <br /> mitigation measures resulting from the specific design and <br /> use of the hellpad shall be submitted by the applicant for <br /> review by the City at the time design review approval is <br /> requested for that corresponding phase of the project. <br /> <br />8. That no development on any subsequent phase of the project. <br /> may be approved until the developer performs a traffic <br /> analysis, satisfactory to the City Engineer, in sufficient <br /> detail to identify traffic/circulation impacts attributable <br /> to that corresponding phase of development in. order to <br /> <br /> EXHIBIT <br /> <br /> <br />
