RESOLUTION NO. 09 -322 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, TO <br /> ESTABLISH THE CITY OF PLEASANTON DISASTER COUNCIL, ESTABLISH A <br /> CITIZENS CORPS COUNCIL, AND BECOME AN EMERGENCY PREPAREDNESS <br /> PARTNER WITH THE ALAMEDA COUNTY PUBLIC HEALTH DEPARTMENT <br /> WHEREAS, the City Council deems Disaster Preparedness as a vital priority for the <br /> 2009 -2010 budget cycle; and <br /> WHEREAS, the possibility of a natural or manmade disaster in the Bay Area is a reality <br /> that must be considered; and <br /> WHEREAS, local agencies both public and private may be impacted by a widespread <br /> disaster; and <br /> WHEREAS, local utilities, transportation, medical facilities, the community, businesses, <br /> the school district, affiliated volunteers and /or the Alameda County Public Health will need to <br /> coordinate response and recovery efforts with the City of Pleasanton; and <br /> WHEREAS, the City of Pleasanton constantly strives to serve its community <br /> stakeholders in times of disaster; and <br /> WHEREAS, a Disaster Council could include representatives from the City Manager's <br /> Office, City departments, fire, police and the community at large, as well as from agency <br /> appointed representatives from the school district, utilities, medical center, business, faith <br /> based, and special needs organizations; and <br /> WHEREAS, a Citizen Corps Council could include affiliated volunteers of the Community <br /> Emergency Response Team (CERT), Neighborhood Watch, Volunteers in Police Service, and <br /> amateur radio op ;rators; and <br /> WHEREAS, an emergency preparedness partnership with the Alameda County Public <br /> Health Department will enable the City to receive supplies, equipment and <br /> medicines /vaccinations to provide its citizens when pandemic flu or bioterrorism events occur. <br /> NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> Section 1: Establish the City of Pleasanton Disaster Council to strengthen <br /> emergency planning efforts with its local partners. <br /> Section 2: Authorize the Fire Chief to designate an Emergency Preparedness <br /> Manager to oversee the Disaster Council with administrative support from the City of <br /> Pleasanton. <br /> Section 3: Establish the City of Pleasanton Citizen Corps Council to strengthen <br /> emergency planning, outreach, training, and exercises with its affiliated volunteers. <br />
