Growth Limitation <br /> Policies <br /> GROWTH LIMITATION SUBELEMENT POLICIES <br /> The previous sections of this Community Development Element have outlined the type, location <br /> and intensity of desired land uses in Walnut Creek. The Growth Limitation Subelement is <br /> concerned with the timing of that development. Its purpose is to assure that development will <br /> not adversely affect the level of satisfaction people feel with life in Walnut Creek. That <br /> satisfaction can be assured if the changes which occur in the City over the life of the General <br /> Plan are perceived by its residents as being positive changes needed to achieve their image of <br /> what Walnut Creek should be. <br /> The Growth Limitation Plan establishess acceptable growth levels while tying development to <br /> infrastructure capacities. It recognizes the limits the City has in improving the roadway <br /> network. <br /> The goals and policies in this Subelement are directed toward: <br /> Establishing standards for needed City services; <br /> Defining commercial and residential development limits; <br /> Allocating and metering commercial and residential development over 12 years in <br /> a manner which grants preference to projects which generate the least amount of <br /> traffic and which advance stated City goals; and <br /> Coordinating growth management at the regional level. <br /> 2 -74 <br />
