He repeated his suggestion to consider phasing the project, perhaps with the library as the <br /> highest priority. <br /> Mayor Hosterman said it is important for the public to understand that the American Recovery <br /> and Reinvestment Act funds trickle down to communities in fairly small amounts. In terms of a <br /> project of this magnitude, that amount would be unsubstantial and she advised that financing <br /> this project would take considerable effort. <br /> Councilmember McGovern questioned whether there has been any thought to utilizing other <br /> City buildings to temporarily relieve stress on the library. She suggested 157 Main Street as an <br /> example. <br /> Mr. Fialho said that 157 Main Street is perhaps not used efficiently due to structural limitations. <br /> He explained that, while the building was not designed for 2 stories, there are offices situated on <br /> the second floor and caution must be used in terms of load. He said that the bottom floor is used <br /> for economic development, public works inspection, and a small portion for storage of library <br /> books. One of the advantages of the proposal is that the library building could be recycled into a <br /> civic use. <br /> Mayor Hosterman reminded the Council that neither option is being selected tonight but a <br /> determination on the staff recommendation is expected. She reviewed the staff recommendation <br /> and additional comments of Council members, including authorization for the City Manager to <br /> execute an amendment to the Field Paoli agreement for additional refinement of the civic center <br /> site plan in an amount not to exceed $45,000. <br /> Mr. Fialho advised that if the Council would like to offer any amendment to the staff <br /> recommendation, the Council meeting should be reconvened. He reviewed the staff <br /> recommendation and, based on the comments received by the Council, included integration of <br /> the southern end of Main Street, potential private development, mixed -use development, and <br /> acquisition of the Ace train location for either of those 2 uses. He further recommended that <br /> upon that completion of that study, staff work towards development of a financing plan. <br /> Councilmember Sullivan supported that recommendation. <br /> Mr. Fialho advised that consensus for the recommendation could be done without reconvening <br /> the Council meeting. <br /> Mayor Hosterman and Vice -Mayor Cook- Kallio concurred. <br /> Councilmember McGovern said that it still felt too early to make any decision and confirmed that <br /> support of the recommendation would simply provide an opportunity for more information. <br /> ADJOURNMENT There being no further business, the meeting was adjourned at 9:15 p.m. <br /> Respectfully submitted, <br /> Karen Diaz <br /> City Clerk <br /> City Council Minutes Page 9 of 9 October 6, 2009 <br />
