ATTACHMENT 1 <br /> RESOLUTION NO. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, <br /> APPROVING THE FILING OF A GRANT APPLICATION FOR THE STATE BICYCLE <br /> TRANSPORTATION ACCOUNT <br /> WHEREAS, the Streets and Highways Code, Bicycle Transportation Account provides <br /> funds for grants to local agencies for projects that improve safety and convenience for bicycle <br /> commuters; and <br /> WHEREAS, the State of California, Bicycle Facilities Unit, has the responsibility for the <br /> administration of the program within the State, setting up necessary procedures governing <br /> project applications under the program; and <br /> WHEREAS, the City proposes to complete on- street bike lanes on Hopyard Road from <br /> Owens Drive to Black Avenue, a project that is included in the Draft Pedestrian Bicycle Master <br /> Plan completed in 2009; and <br /> WHEREAS, the City of Pleasanton, if selected, will enter into an agreement with the <br /> State of California to complete the project; and <br /> WHEREAS, all contracts relating to the application for State Bicycle Transportation <br /> Account Grant Funds shall be approved by the City Attorney; and <br /> WHEREAS, the Capital Improvement Plan budget, account #095043, Bicycle <br /> Pedestrian Related Improvements, will have sufficient funds to provide for the grant matching <br /> funds of 22, 550; and <br /> WHEREAS, the Bicycle and Pedestrian Advisory Committee has approved this project; <br /> and <br /> WHEREAS, this project is categorically exempt under the requirements of CEQA. <br /> NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. Approves the filing of an application for the State Bicycle Transportation <br /> Account; and <br /> Certifies that the City of Pleasanton has or will have available prior to the <br /> commencement of any work on the project included in this application, sufficient funds to <br /> operate and maintain the project; and <br /> Appoints the City Engineer and his designated subordinate as agent of the City of <br /> Pleasanton to conduct all negotiations, execute and submit all documents, including, but not <br /> limited to applications, agreements, amendments, payment requests, which may be necessary <br /> for the completion of the aforementioned project; and <br /> Approves the use of $22,550 in CIP funds from Account No. 095043, Bicycle <br /> Pedestrian Related Improvements, for the grant matching requirement. <br />
