ei m m .m' 'w 08 <br /> j'L£ASANTONo CITY COUNCIL AGENDA REPORT <br /> November 3, 2009 <br /> Community Development <br /> Traffic Engineering Division <br /> TITLE: RESOLUTION AUTHORIZING AN APPLICATION WITH THE <br /> CALIFORNIA DEPARTMENT OF TRANSPORTATION FOR BICYCLE <br /> TRANSPORTATION ACCOUNT GRANT FUNDING AND APPROVAL OF <br /> EXPENDITURE OF MATCHING FUNDS <br /> SUMMARY <br /> It is anticipated that the City of Pleasanton will soon adopt the Pedestrian and Bicycle <br /> Master Plan. Within the Plan is a list of prioritized projects and potential grant funding <br /> opportunities. This report recommends that the City Council authorize an application <br /> with the California Department of Transportation for Bicycle Transportation Account <br /> grant funding to construct on- street bicycle lanes on Hopyard Road from Owens Drive <br /> to Black Avenue and also authorize expenditure of $22,550 from CIP No. 095043, <br /> Bicycle and Pedestrian Related Improvements to provide matching grant funds. <br /> RECOMMENDATION <br /> 1. Adopt a resolution authorizing an application with the California Department of <br /> Transportation for grant funding of $130,950 through the Bicycle Transportation <br /> Account to install on- street bicycle lanes on Hopyard Road from Owens Drive to <br /> Black Avenue. <br /> 2. Allocate required matching funding of $22,550 from CIP #095043, Bicycle and <br /> Pedestrian Related Improvements. <br /> FINANCIAL STATEMENT <br /> There will be minimal maintenance costs for the proposed bicycle lanes. When the <br /> roadway is repaired or resurfaced, the bike lanes will be restriped along with the rest of <br /> the roadway striping. The City will provide matching funds of $22,550, should the <br /> grant be approved. The City's matching funds will be obtained from CIP No. 095043, <br /> Bicycle and Pedestrian Related Improvements. This CIP provides funding to construct <br /> the projects identified in the Pedestrian Bicycle Master Plan. This CIP is funded <br /> through Measure B and receives an annual amount of approximately $160,000 per <br /> fiscal year. See Attachment 3 for a summary of existing bicycle project funding and <br /> projected grant funds. <br />
