THE CITY OF 03 <br /> r b si CITY COUNCIL AGENDA REPORT <br /> LsANTON. <br /> November 3, 2009 <br /> Economic Development <br /> TITLE AGREEMENT BETWEEN THE CITY OF PLEASANTON AND THE <br /> PLEASANTON DOWNTOWN ASSOCIATION TO ADMINISTER THE <br /> DOWNTOWN PLEASANTON BUSINESS IMPROVEMENT DISTRICT <br /> SUMMARY <br /> The current agreement between the City and the Pleasanton Downtown Association <br /> (PDA) to administer the Downtown Pleasanton Improvement District, in effect since <br /> December 7, 2004, expires on December 7, 2009. As the PDA has demonstrated that it <br /> administers the funds contributed by the members of the business improvement district <br /> and the City in accordance with the agreement and in the interest of supporting and <br /> promoting the downtown merchants, staff is recommending the agreement be renewed. <br /> RECOMMENDATION <br /> Approve the renewed agreement between the City of Pleasanton and the Pleasanton <br /> Downtown Association to administer the Downtown Pleasanton Business Improvement <br /> District. <br /> FINANCIAL STATEMENT <br /> Direct City funding will be approximately $63,000 per fiscal year, representing a match to <br /> the estimated annual assessment revenue generated from the members of the PDA. <br /> This contribution could increase or decrease depending on the assessment revenue <br /> actually collected. With the addition of new businesses into the downtown district, the <br /> City contribution to the Association has increased approximately 14% over the past 5 <br /> years. Indirect costs are estimated at $40,000 and include staff time to administer PDA <br /> assessments, as well as the cost to maintain downtown planters, clean sidewalks, pick <br /> up garbage, and staff time for special events. <br />
