Ordinance No. <br /> Page 4 <br /> annual review or a periodic review of the growth management program as described in <br /> Section 17.36.050 of this chapter. <br /> 17.36.080 Approval procedures <br /> The procedures which are prerequisites for obtaining a building permit are set forth in this section for <br /> each category of project. <br /> A. Affordable Housing Project. A qualifying project developer must first receive a specific <br /> allocation for the number of units and years in which the units shall be built from the <br /> affordable housing project suballocation established in Section 17.36.070(B)(1) of this chapter. <br /> 1. Availability of Building Permits to Affordable Projects. <br /> a. Initial Suballocation and Carry-Over. The affordable housing project <br /> suballocation shall be initially available in the year it first appears. If not used, or <br /> partially used, the unused units shall be added to the following year's affordable <br /> housing suballocation, and all unused units shall continue to carry over to <br /> succeeding years in the event they are not fully used. <br /> b. Use of Future Years' Suballocations. In addition to utilizing the existing year's <br /> suballocation (including any units carried over from prior years), a qualifying <br /> project developer may use up to four succeeding years' suballocations as <br /> described below. <br /> (1) The yearly units allowed to be built in an affordable housing project, when <br /> added to the units in all other projects, may exceed the annual maximum <br /> limitation established in Section 17.36.060(A) of this chapter., but in no event <br /> yciar which, when added to all other projects, would exceed the general plan <br /> (2) The use of up to four succeeding years' suballocations shall be allowed only <br /> if there are units available in the affordable housing suballocation for the initial <br /> year for which the approval is sought. The initial year for the affordable housing <br /> suballocation, pursuant to Section 17.36.070(B)(1) of this chapter, is 2001. No <br /> new affordable housing project shall be approved for any year which has had that <br /> year's annual suballocation totally allocated to another project except where the <br /> approval is necessary for the City to meet its affordable housing regional housing <br /> needs and the project meets the community's goals and policies, has mitigated its <br /> impacts and can be served with infrastructure and services consistent with City <br /> policies. <br /> (3) Although y ar 2000 has no :nit: 1 ;uL IL eat:o.. for affordable housing projects, projects in <br /> pursuant to the regulations established in subsection (A)(1)(b) of this section. <br /> Paragrapsh 2, no change. <br /> Sections B and C, no change. <br /> Section 2: A summary of this ordinance shall be published once within fifteen (15) days after its <br /> adoption in "The Valley Times," a newspaper of general circulation published in the City of Pleasanton, <br />
