Hacienda Mixed Use Rezoning Initial Study <br /> The City requires that new development install appropriately -sized storm drains. As identified and <br /> budgeted in the City's Capital Improvement Program, the City has scheduled improvements in periodic <br /> increments to older portions of the storm drain network. <br /> Buildout consistent with the City of Pleasanton General Plan will lead to additional water supply needs. <br /> Due to anticipated growth, the City plans to construct two new water tanks. Development at the <br /> project site has been accounted for and considered in Pleasanton's plans. The City and Zone 7 have <br /> secured adequate water supplies for the project area. <br /> Buildout consistent with the City of Pleasanton General Plan will lead to additional landfill needs. The <br /> proposed project would incrementally increase demand on landfill capacity, but this impact is not <br /> considered to be significant. Development at the project site has been accounted for and considered in <br /> Pleasanton's plans. There is sufficient local landfill capacity. <br /> The incremental increase in the project's demand for utilities would not exceed amounts expected and <br /> provided for in the area. Residential and neighborhood serving development due to the proposed zone <br /> change would not generate solid waste in excess of the capacity of waste disposal services, and would <br /> not increase water and energy consumption, in excess of amounts planned and provided for in this area. <br /> Hence, this project would not adversely affect utilities and service systems. <br /> Yes No <br /> 17. Mandatory Findings of Significance <br /> a) Does the project have the potential to degrade the quality of the environment, substantially X <br /> reduce the habitat of a fish or wildlife species, cause a fish or wildlife population to drop <br /> below self-sustaining levels, threaten to eliminate a plant or animal community, reduce the <br /> number or restrict the range of a rare or endangered plant or animal or eliminate important <br /> examples of the major periods of California history or prehistory? <br /> b) Does the project have impacts that are individually limited, but cumulatively considerable? X <br /> "Cumulatively considerable" means that the incremental effects of a project are considerable <br /> when viewed in connection with the effects of past projects, the effects of other current <br /> projects, and the effects of probable future projects)? <br /> c) Does the project have environmental effects which will cause substantial adverse effects on <br /> human beings, either directly or indirectly? <br /> Discussion <br /> Based on these findings, the City of Pleasanton has determined that this project would not have a <br /> significant effect on the environment and this project requires preparation of a Negative Declaration. <br /> Draft, Subject to Revision 27 8/31/2009 <br />
