Hacienda Mixed Use Rezoning Initial Study <br /> IV. ENVIRONMENTAL CHECKLIST <br /> The following checklist contains the environmental checklist form presented in Appendix G of the <br /> California Environmental Quality Act (CEQA) Guidelines. The checklist form is used to describe the <br /> impacts of the proposed project. A discussion follows each environmental issue identified in the <br /> checklist. <br /> For this project, the following designations are used: <br /> Less Than Si 'ficant: Any impact that would not be considered significant under CEQA relative to <br /> existing standards. <br /> No Impact: Any impact that does not apply to the project. <br /> Less Than <br /> Potentially Significant with Less Than No <br /> Significant Mitigation Significant Impact <br /> Impact Incorporation Impact <br /> 1. Aesthetics Would the project: <br /> a) Have a substantial adverse effect on a scenic vista? X <br /> b) Substantially damage scenic resources, including, but X <br /> not limited to, trees, rock outcroppings, and historic <br /> buildings within a state scenic highway? <br /> c) Substantially degrade the existing visual character or X <br /> quality of the site and its surroundings? <br /> d) Create a new source of substantial light or glare X <br /> which would adversely affect day or nighttime views in <br /> the area? <br /> Environmental Setting <br /> The area south of the Interstate 580 (1-580) between Hopyard Road and Hacienda Drive that includes <br /> the three project sites is relatively flat. No scenic vistas or scenic resources are located within Hacienda <br /> although views of the surrounding hills, including Mount Diablo to the north, are available from many <br /> locations within Hacienda. In distant views from the surrounding hills, the three project sites currently <br /> appear as open areas in a campus -like setting. The project sites are located within Hacienda and are <br /> surrounded by business park buildings and other relatively new multi- residential development. The <br /> roadways within Hacienda are relatively wide and are oriented to vehicle access. The BART station and <br /> parking lot are visible from the W.P. Carey site (Hacienda site 7G). <br /> Significance Criteria <br /> The impact questions above constitute the significance criteria for this environmental topic. <br /> Discussion of Checklist Questions <br /> Less tha Significan Impacts The proposed zoning change could potentially result in development of <br /> housing and neighborhood serving retail uses instead of office or light industrial uses.
