Mr. Roush replied that it would fall short by a couple of hundred units because 521 units <br /> are needed and Site 1 would provide only 330 units. <br /> Commissioner Blank stated that those units would not necessarily have to be placed in <br /> Hacienda but could be placed by the new BART station on Stoneridge Drive or <br /> elsewhere in the City. <br /> Mr. Roush reiterated that in order to fully implement Program 19.1, the City needs to <br /> rezone property to accommodate 521 units, and Site 1 would provide only 330 units. <br /> Commissioner Pentin proposed an amendment to the motion to include Site 2. <br /> Commissioner Narum asked staff if this would total 570 units. <br /> Mr. Roush replied that this would allow Program 19.1 to be fully implemented for the <br /> 1999 -2009 planning period, which is what the City is dealing with in its 2003 Housing <br /> Element. <br /> Chair Pearce stated that the Commission can go back and rezone Site 3 later on if <br /> necessary. She added that she felt the action tonight would not tie the City's hands if <br /> another appropriate configuration is identified in terms of housing dispersal. <br /> Commissioners Blank and Narum accepted the amendment. <br /> Commissioner Blank recommended that those in charge of the process step back and <br /> understand why there are 19 speakers who are dead set against this, why what was <br /> committed a year ago has not taken place, and how this ended up here. He added that <br /> he thinks the Commission should step back and look at this and that he felt the <br /> Commission was doing the best it can with something that is not a pretty picture. <br /> Commissioner Olson noted that the Task Force is starting a year later than proposed <br /> and agreed with Commissioner Blank that the Commission needs to take into account <br /> what was heard tonight. <br /> The Commissioners agreed that they did not want such a delay to recur. <br /> Chair Pearce stated that the Commission recognizes there is general public concern <br /> about the process and takes it to heart. She added that the City is committed to a <br /> public process and hopes for participation. She indicated that she thinks the desire is to <br /> form a Task Force and have complete community involvement in determining the Major <br /> Modification and what will be done with the community.
