Commissioner Narum inquired if the City would get a response from the School District <br /> with a PUD application. <br /> Mr. Roush replied that the City would see it in the context of the Master Plan, i.e., what <br /> are the likely scenarios of numbers of children the development would generate, what <br /> are the facilities available, and how will it be paid for. <br /> Commissioner Narum inquired how many units the City still has to allocate to reach the <br /> housing cap. <br /> Ms. Stern replied that there are 2,007 units that could be allocated under the new <br /> General Plan which were not already shown on the land use map of the 1996 General <br /> Plan. She added that there are about 2,400 units to be built under the cap. <br /> Commissioner Narum inquired if the 2,007 units included the Windstar development. <br /> Ms. Stern said yes. She continued that there is a placeholder assumption in East <br /> Pleasanton for 250 units, an assumption there would be some densification of Kottinger <br /> Gardens, Pleasanton Place, and certain reserved units that had not been allocated. <br /> Commissioner Narum inquired if these could be accommodated and still have some left <br /> over. <br /> Ms. Stern said yes. <br /> Commissioner Pentin requested clarification of an earlier statement that to meet the <br /> RHNA numbers, the City only has to rezone for it and does not have to build the units. <br /> Ms. Stern said yes. <br /> Chair Pearce stated that there seems to be some confusion or lack of information about <br /> the Task Force in terms of the formulation of the PUD major modification. She <br /> requested staff to walk the Commission through the composition of the Task Force and <br /> the process anticipated. <br /> Mr. Dolan replied that the item is tentatively scheduled to come before the Council at <br /> the first meeting in November, at which time the composition will be finalized. He stated <br /> that what came out of the joint meeting was that there would be a committee that would <br /> comprise of at least two Councilmembers and two Planning Commissioners, and that <br /> there would be opportunities for the general public and stakeholders to participate. He <br /> noted that the Council has yet to determine how all this will exactly work. <br /> Chair Pearce recalled that Mr. Roush had stated only the rezoning is required to comply <br /> with Program 19.1 of the Housing Element.
