Follow through with appropriate modifications to the Land Use Element and <br /> rezonings as soon as possible, but not later than June 2004, so that <br /> implementation can occur within the planning period. <br /> Further Analysis with the Development Plan <br /> At the time a development plan is submitted and additional information regarding site <br /> design, traffic circulation, architecture, landscaping, and other details are available, a more <br /> detailed analysis of consistency with the General Plan, and with regulations, standards, and <br /> guidelines applicable to Hacienda development will be prepared and reviewed by the <br /> Planning Commission and City Council. <br /> PUBLIC COMMENT <br /> Staff held a Neighborhood Meeting on September 10, 2009, to provide information and <br /> answer questions on the proposed rezonings in an informal setting. All residents, owners, <br /> and business tenants (approximately 1,985 addresses) were notified, and about eight <br /> residents and several commercial property owners or representatives attended. In <br /> addition, at the Planning Commission public hearing nineteen residents spoke in opposition <br /> to the rezoning proposal. The following is a summary of the main questions and concerns <br /> raised at the two meetings, with staff responses in italics where appropriate: <br /> Concern about the conclusions of the Draft Negative Declaration, particularly in <br /> regard to the conclusion of no significant impact for impacts of the proposed <br /> rezoning on schools, traffic, and parks and other services, and questions <br /> regarding on what basis this determination was made. <br /> See below for additional specific information about parks and schools. Generally <br /> the conclusions of the Negative Declaration were based on analyses prepared <br /> for the Concentrated Residential /Mixed Use Alternative in the General Plan <br /> Environmental Impact Report. This analysis, assumed 1,271 additional <br /> residential units within Hacienda, and found, on a citywide basis, no significant <br /> impact on schools, traffic, parks and other services... <br /> Concern regarding moving forward on rezoning these sites in advance of the <br /> comprehensive PUD Major Modification, and making decisions about the <br /> development of these sites without extensive public input. <br /> The City Attorney believes that the rezonings should move forward at this time <br /> because of the pending litigation and the previous commitment to rezoning to <br /> allow additional high density residential development. Extensive discussions <br /> about creating a residential and mixed use /transit oriented development in this <br /> location took place during the General Plan update and included public input at <br /> two workshops and several public hearings. In addition, the comprehensive PUD <br /> modification process will incorporate extensive public participation and will <br /> provide a framework for reviewing PUD development plans for specific sites. No <br /> development of these sites will proceed without the review and approval of <br /> development plans which will include public input, as well as action by the <br /> Planning Commission and City Council. <br /> Page 8 of 12 <br />
