This <br /> rezoning is proposed as a City- initiated project, in order to simplify the public hearing and <br /> environmental review process for the three sites. The land owners, however, support the <br /> rezoning as proposed. <br /> ANALYSIS <br /> As noted above, a major theme of the recently adopted General Plan 2005 -2025 was <br /> the introduction of a new Mixed Use land use designation and its use (with the Business <br /> Park designation) in Hacienda. The designation of Hacienda as Mixed Use /Business <br /> Park in the new General Plan was the culmination of extensive discussion regarding the <br /> future of Hacienda as a mixed use, transit oriented development taking advantage of its <br /> location adjacent to a major transit hub. The proposed rezonings represent the first <br /> step in implementation of the General Plan goals, policies, and programs and Land Use <br /> designation for the Hacienda area. <br /> The proposed rezoning is consistent with the following goals, policies and programs in <br /> the General Plan: <br /> Land Use Element <br /> Policy 2: Integrate land use and transportation planning in order to ensure <br /> patterns that facilitate sate and convenient mobility or people and goods at a <br /> reasonable cost, and to increase travel alternatives to the single- occupant <br /> automobiles. <br /> Page 6 of 12 <br />
