9 <br /> THE CITY OF <br /> aim <br /> f L-EASANTONO CITY COUNCIL AGENDA REPORT <br /> October 20, 2009 <br /> Livermore Pleasanton Fire <br /> TITLE: APPROVE THE ESTABLISHMENT OF A DISASTER COUNCIL, A <br /> CITIZEN CORPS COUNCIL, AND A COOPERATIVE AGREEMENT WITH <br /> THE ALAMEDA COUNTY PUBLIC HEALTH DEPARTMENT TO BECOME <br /> AN EMERGENCY PREPAREDNESS PARTNER <br /> SUMMARY <br /> In emergency management, it is important to form working relationships with local <br /> agencies and organizations with whom the city will rely on to assist in preparing for and <br /> recovering from an emergency. To enhance these relationships, staff is recommending <br /> the establishment of a Disaster Council, a Citizens Corps Council and entering into a <br /> Cooperative Agreement with the Alameda County Public Health Department (ACPHD). <br /> Upon City Council's approval of establishing these two Councils, which will be <br /> coordinated by the LPFD, membership will come from the areas identified in this report. <br /> Each Disaster Council member agency will designate its representative. The Citizen <br /> Corp Council members will include the program managers of the Community <br /> Emergency Response Team, Neighborhood Watch and the Volunteers -in- Police <br /> Services programs and a designated City of Pleasanton staff appointed by the City <br /> Manager. Becoming an emergency partner with the Alameda County Public Health <br /> Department (ACPHD) enables the city to utilize already existing emergency plans, <br /> procedures, and supplies and to be provided with available medications /vaccinations in <br /> the event of a pandemic flu outbreak or bioterrorism attack. The coordinated efforts of <br /> these steps benefit the community as a whole in preparation for anticipated catastrophic <br /> natural and man -made hazards. Federal grant funding becomes available to pursue to <br /> fund the planning and exercise activities of the Disaster Council and the Citizen Corps <br /> Council. <br /> RECOMMENDATION <br /> 1. Approve formation of a Disaster Council and a Citizen Corps Council <br /> 2. Authorize the City Manager to enter into a Cooperative Agreement (Attachment B) <br /> with the Alameda County Department of Public Health Department to become an <br /> emergency partner. <br /> FINANCIAL STATEMENT <br /> There is no direct cost resulting from staff recommendations. Indirect costs relate to <br /> staff time and materials involved with forming and operating the two councils. The <br /> formation of the two Councils enables the City to pursue federal grant funding for <br /> planning and exercises related to emergency safety. <br />
