DISCUSSION <br /> Consultant Selection Procedure <br /> A formal Request for Proposals (RFP) was sent to a total of 16 consulting firms. The <br /> firms were either on the City's qualified list of consulting firms or were other firms that <br /> had expressed an interest in receiving a copy of the RFP. Six firms from the qualified list <br /> responded with proposals: Bellecci Associates; BKF Engineers; Mark Thomas <br /> Company; Kier Wright; Giacalone Design Services; and Robert Gray Associates. <br /> After review of the firms' qualifications, formal interviews were conducted with the top <br /> three firms, and all firms were found to be qualified to provide the services requested. <br /> Based on the review of proposals and interview process, Bellecci Associates was <br /> selected to provide the services needed. <br /> The proposed Agreement with Bellecci Associates, including Exhibit "A" Scope of <br /> Work and Exhibit "B Fee Schedule, is attached to this staff report. The contract <br /> amount is $233,608. <br /> Potential Project Schedule <br /> Establishment of an Underground Utility District (UUD) followed by construction of the <br /> underground utilities (Phase I) and the roadway surface improvements (Phase 11) could <br /> be accomplished according to the following schedule: <br /> Phase 1 <br /> City Council sets Public Hearing date for UUD 12/2009 <br /> City Council holds Public Hearing and adopts <br /> Underground Utility District 01/2010 <br /> Utilities and City complete design, bid project <br /> and present to Council 12/2010 <br /> Start of construction for underground utilities 02/2011 <br /> Completion of undergrounding of overhead utilities 08/2011 <br /> Phase II <br /> Start of roadway /streetscape improvements 08/2011 <br /> Completion of roadway /streetscape improvements 08/2012 <br /> Submi ted by: 1 Fiis y ca�lReview: Approve by: fik a:a\-- --1.__, <br /> Brian Dolan David P.
