Kathy Dowding reported that August was the deadliest month for U.S. forces in nearly 8 years of <br /> involvement in Afghanistan. She said there is talk of groundwork for further troop deployments <br /> to the region and urged Pleasanton to take action, speak out against the war, and stand up for <br /> peace. She read the names of the 29 individuals most recently killed in Iraq and Afghanistan. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 12. Continued PPOL -1, City of Pleasanton Review and consider a Planning Policy <br /> regarding the definition and licensing of child care uses <br /> 13. Consider the installation of additional streetlights on Foothill Road adjacent to the Golden <br /> Eagle Development <br /> City Engineer Jim Kelcourse presented the staff report, stating that on April 7, 2009, the City <br /> Council approved the reinstallation of 15 street lights along Foothill Road, directed staff to <br /> consider implementation of LED lighting versus high pressure sodium lighting along this reach, <br /> and requested that staff work with adjacent residents regarding a compromise on the installation <br /> of the remaining 3 lights along Foothill Road. <br /> Staff interviewed 3 LED manufacturers, concluded that the technology could be employed, <br /> photometrics would meet current IES standards, and fixtures would work with the existing <br /> spacing. It was also determined that the City will save approximately $39 per fixture annually <br /> and that the proposed technology carries a lifespan 7 to 10 times that of high pressure sodium <br /> lighting. Staff has selected lighting manufacturer Beta, who is approved by both the Department <br /> of Energy and PG &E, and also meets current Buy American criteria. <br /> Mr. Kelcourse stated that, in contrast to traditional high pressure sodium lighting, LED utilizes <br /> multiple bulbs which can be arranged to more appropriately fit a roadway's geometry and <br /> thereby reduces light spillover and night sky pollution. Despite this, any light source will project <br /> visible light that does not meet the rural character setting desired by some residents. Staff <br /> believes that those residents originally opposed to the reinstallation of lighting remain opposed <br /> when considering this conversion. <br /> At the Council's request, staff has provided additional information regarding relative distances <br /> between lighting fixtures and homes, as well as accident reports for the area. Staff recommends <br /> that the Council approve installation of LED lighting fixtures for the entire reach of 18 fixtures <br /> and in addition, convert the 3 existing high pressure sodium fixtures at the intersections of <br /> Foothill Road with Golden Eagle Drive and Longview Drive to LED. <br /> Councilmember McGovern said she lives on Longview Drive and asked if this presents a conflict <br /> of interest. Mr. Roush concluded that there was no conflict of interest. <br /> Councilmember Thorne asked if LED lights provide the same number of road surface foot <br /> candles as high pressure sodium lighting. Mr. Kelcourse confirmed, stating that the <br /> manufacturer is able to not only match, but improve upon, existing light conditions with a more <br /> uniformly dispersed light. <br /> Mayor Hosterman opened the item for public comment. <br /> Art Wilen, Golden Eagles HOA, endorsed staff's recommendation.
