Pleasanton Library Commission Special Meeting Minutes March 8, 2007 <br /> Page 2 <br /> 6. PUBLIC HEARINGS <br /> A. Library Technical Study <br /> Chair Debbie Look reviewed with the Commissioners the Library Commission Motion and Talking <br /> Points re: Library Expansion/New Building options. <br /> "Based upon the report of Field Paoli Architects and careful consideration of the various options, we <br /> move that the Library Commission recommend to the City Council that we proceed with Option Cl for <br /> further study and consideration including detailed design and public input processes. We believe that <br /> Option Cl best meets the needs of library patrons and the residents of Pleasanton by facilitating up -to- <br /> date technology, adequate space for a wide variety of needs, and a highly energy efficient structure that <br /> we can all be proud of. It also determined that the location of the library, at the foot of Main Street, <br /> provides an attractive gateway to the City and allows for the reconfiguration of the city administrative <br /> functions into a cohesive facility to better serve the residents of Pleasanton by offering ease of access <br /> for public services. <br /> The Commission acknowledges that Option A meets basic program requirements and is considerably <br /> less expensive, however, we are concerned that the constraint of the existing library building becomes <br /> the dominant factor in the design rather than allowing the design process to fully incorporate features <br /> that optimize library service and reflect current use of library technologies. Further, the design <br /> limitations would add to annual operating costs as a fourth staffed service desk would be required. This <br /> option would require that the library operate out of a temporary facility for two years, compromising the <br /> level of library services and programs available to residents. The underground parking associated with <br /> this option (alternative Al) is expensive, while parking across the street may hinder access for the <br /> disabled, parents with young children, elderly, and others, creating safety access issues. Finally, this <br /> option does not provide any solution to the civic center administrative facilities that will need to be <br /> replaced or renovated." <br /> It was moved by Chair Debbie Look and seconded by Commissioner Matthew that the <br /> Library Commission Motion re: Library Expansion/New Building be approved. <br /> The motion carried unanimously. <br /> B. Director's Report <br /> Julie Farnsworth, Director of Library Services informed the Commissioners that C- SPAN's book TV <br /> Bus will be filming children's author Peter Sussmans' performance on March 18, 2007 from 1:00 p.m. <br /> to 3:00 p.m. and opening their bus for the children to walk through. The footage will be shown on their <br /> book TV program, which airs every weekend from Saturday 8 a.m. to Monday 8 a.m. <br /> 7. COMMUNICATIONS/ ANNOUNCEMENTS /MATTERS INITIATED BY MEMBERS OF THE <br /> COMMISSION <br /> It was determined that there would not be a quorum for the April 12, 2007 meeting and the meeting was <br /> cancelled. <br />
