LIBRARY COMMISSION RECOMMENDATION <br /> Proceed with the planning of a new Pleasanton Library consistent with Option C as <br /> outlined in the Technical Assessment report. <br /> STAFF RECOMMENDATION <br /> Provide direction regarding further work on the civic center master plan process which <br /> may include, <br /> Completion of the Field Paoli Library Technical Study/ Conceptual Library Design/ <br /> Preliminary Cost Analysis study to include a more complete civic center site plan <br /> concept, including incorporation of a public space /plaza and the site's relationship to <br /> the Downtown. This process would include additional outreach to the Downtown <br /> neighborhood, including the PDA. This work would be based on Option C2 and /or C1 <br /> as detailed in the study. <br /> Engagement with the City and County of San Francisco to further explore acquisition <br /> of its 3.3 acre site on Old Bernal Avenue. <br /> Conduct a preliminary exploration of project financing concepts /alternatives. This <br /> would include a cost analysis of off site facility alternatives which at a minimum, must <br /> be explored to address the fact that Option C requires temporary relocation of the <br /> current City administrative offices to an off site location. <br /> Authorization the City Manager to execute an amendment to the Field Paoli <br /> agreement for additional refinement of the civic center site plan for an amount not to <br /> exceed $45,000. <br /> Note that the above recommendations do not include additional architectural design <br /> drawings or construction work for the buildings and staff assumes that due to the state <br /> of the economy, and the status of other city projects and priorities, this more detailed <br /> design work would not begin for another three to five years. However, as indicated <br /> above, it may be advantageous to conclude the conceptual site planning process which <br /> staff anticipates could be completed in six to eight months. At the conclusion of the <br /> process, staff anticipates a subsequent review by the City Council. <br /> FINANCIAL STATEMENT <br /> Funding for an amendment to the Field Paoli Agreement to complete the civic center <br /> conceptual site plan will be from the Capital Improvement Program Civic Center Site <br /> Improvements Reserve project (CIP 98029) that includes expansion of the Pleasanton <br /> Library, removal of the modular buildings, a new city hall office building, and a <br /> community/youth center on the Bernal property. <br /> Page 2 of 9 <br />
