THE CITY OF 07 <br /> CITY COUNCIL AGENDA REPORT <br /> pLE ASANTON. <br /> October 6, 2009 <br /> Finance <br /> TITLE: APPOINTMENT OF THE 2010 ADVISORY BOARD FOR THE <br /> PLEASANTON DOWNTOWN ASSOCIATION (PDA) BUSINESS <br /> IMPROVEMENT DISTRICT <br /> SUMMARY <br /> State law requires the City Council to appoint an advisory board to the PDA Business <br /> Improvement District to prepare the 2010 budget and report. The budget details the <br /> calculation of the annual assessment to be levied on the businesses within the district. <br /> RECOMMENDATION <br /> Staff recommends the Council appoint the 2010 Pleasanton Downtown Association <br /> "PDA Advisory Board as follows: <br /> Bernie Billen, Valley Community Bank <br /> Doug Linman, SUNTCO <br /> Judy Wheeler Ditter, Towne Center Books <br /> Janet Yarbrough, Certified Public Accountant <br /> FINANCIAL STATEMENT <br /> The current City contract with the PDA expires in December of this year. Staff will be <br /> proposing a new contract for Council consideration on October 20, 2009. The current <br /> contract requires the City to match the annual assessments paid by businesses in the <br /> district. In 2009, the City match from the General Fund was approximately $60,000. <br /> Staff anticipates the 2010 match (if approved) will be equivalent. In addition to the <br /> direct City contribution, the City adds approximately $60,000 in indirect funding which <br /> includes staff time to administer the PDA assessments and contract, assistance with the <br /> Hometown Holiday Celebration, as well as the cost to maintain downtown planters, <br /> cleaning sidewalks, garbage pickup, and staff time for special events. <br />
