Mary Jane Hassman, a Golden Eagle resident noted she slows to nearly 25 mph on Foothill <br /> Road past Longview Drive at night. She believed more deer accidents occurred than were <br /> reported and asked that all 18 lights be installed. <br /> David Yaniec said he understands the desire for a rural feel, but not at the expense of public <br /> safety. He noted the traffic report did not account for near miss accidents, stating his son has <br /> had 4 near collisions with deer in the last 45 days. He requested the Council direct reinstallation <br /> of all 18 streetlights. <br /> JoLeeAnn Smith said she lives at the 16 light in question and urged support of staff's <br /> recommendation. <br /> Helen Eberle noted the accident history report does not include injury free or non reported <br /> accidents. She cited a recent case involving a teenage driver who struck a tree while avoiding <br /> collision with a deer, and noted that is not on the report. She said she is fearful for the safety of <br /> her children, pedestrians, and cyclists and requested the reinstallation of all 18 lights. <br /> Lecia Schaffer said she does not favor any lighting along this stretch of Foothill road for several <br /> reasons. She stated that she lives in Golden Eagle with a backyard facing Foothill and that she <br /> chose her home because of the open rural environment. She acknowledged the safety issue but <br /> noted that 6 of the 10 reported accidents occurred during daylight hours and 9 of 10 occurred <br /> where there are already streetlights. She said the 1 accident that occurred on an unlit portion <br /> and at night was the result of a young DUI driver, a situation she does not believe streetlights <br /> would have helped. She suggested the City could make better use of $60,000 in this economic <br /> climate. <br /> Jim Rogers concurred with Ms. Schaffer. He said the City has many neighborhoods from which <br /> to choose, those that live here do so for the rural feel, and its nature should be protected. <br /> Lee Arioto noted that his home faces the last 3 lights and objected to their reinstallation citing <br /> that he likes the rural atmosphere of the area and those who do not should have considered a <br /> different location for their home. <br /> Mayor Hosterman closed the public hearing. <br /> Vice -Mayor Cook- Kallio requested clarification on the relationship of the homes most affected <br /> by the last 3 lights on Foothill Road. Mr. Kelcourse explained that they access their homes via <br /> Foothill Road. <br /> Councilmember Sullivan asked how many streetlights are in the Golden Eagle development <br /> itself and how that relates to the lighting situation along Foothill Road. Mr. Fialho said there are <br /> lights inside the development, although he could not confirm how many, and that with the <br /> exception of the portion that lies within the County of Alameda, this is the only unlit stretch of <br /> Foothill Road. <br /> Councilmember Sullivan asked if Golden Eagle employs a standard lighting grid or something <br /> more rural. Mr. Kelcourse said he believed it to be tract development style lighting but could not <br /> confirm lighting intervals. <br /> City Council Minutes Page 4 of 15 September 1, 2009 <br />
