e. Building height shall be as defined in Section 2.3.3 of <br /> the Design Guidelines, adding "whichever height is <br /> greater". <br /> <br />3. Site Plan and Design Approval. All buildings and site <br /> development shall require site plan and design approval by <br /> the City Council, following recommendation by the Planning <br /> Commission. Approval shall be by resolution. <br /> <br />4. Design Standards. Exterior building design shall reflect a <br /> comprehensive design approach, relating the structure to its <br /> surrounding landscaping and adjacent buildings. Buildings in <br /> the OMPD District shall be designed to minimize the <br /> perception of height and mass. All buildings shall adhere to <br /> proper site orientation and sun control; integration of <br /> active solar systems is encouraged for hot water use as well <br /> as supplemental heating and cooling, and solar energy shall <br /> be employed to the maximum extent economically feasible. <br /> <br />5. 1-580 Corridor. No individual site plan and design approval <br /> shall be granted for Lots 51, 54, 56 (A&B) and 58 until (i) a <br /> specific plan is approved, such plan to address building <br /> layout, height, bulk and setbacks; provision of adequate <br /> parking facilities for the proposed BART/LRT station; <br /> landscaping treatment within the 1-580 right-of-way and an <br /> adjoining lots; and preservation of views from the freeway or <br /> (ii) March 31, 1987, whichever occurs first. In the event <br /> allowable gross floor area and/or allowable building height <br /> is reduced relative to that shown on Table B-l, the floor <br /> area and/or building height shall be transferred to other <br /> lots within the project in a manner mutually agreed upon by <br /> the City and Developer. <br /> <br />6. 1-580 Landscaping. The Developer shall landscape, consistent <br /> with Caltrans policies, that portion of the southerly 1-580 <br /> landscape strip between Chabot Court and just easterly of Old <br /> Santa Rita Road. The landscape plan shall be approved by the <br /> Planning Director prior to installation. The Developer shall <br /> also seek permission from Zone 7 to landscape those portions <br /> of the Hewlett and Chabot Canals adjacent to 1-580; if <br /> granted, said landscape plan shall be approved by the <br /> Planning Director. <br /> <br />7. Fire Safety. No building shall be constructed which does not <br /> allow direct ladder access to the roof with fire apparatus <br /> existing or to be in possession of the Pleasanton Fire <br /> Department by the time of building occupancy; except, <br /> however, buildings providing indirect roof access via fixed <br /> ladder configurations not in excess of one story may be <br /> constructed if they incorporate internal life safety systems <br /> in their construction. <br /> <br /> 8. Safety Measures. Perimeter lighting shall be provided for <br /> all buildings; and, if required by the Police Chief, all <br /> buildings shall be provided with alarm systems.
