design, deformation compatibility, basic, vertical and <br />alternate load combinations, horizontal distribution, <br />horizontal torsional moments and story drift as well as <br />allowable stress design be of the highest standard followed <br />by that the most current national standards. Plans for <br />building construction in the City must be as clear as <br />possible to translate the professional designers ideas into <br />three dimensional reality and for construction personnel to <br />follow. Plan details then are critical to attain the proper <br />construction as designed and required details and <br />information on plans is a necessity. Stucco and gypsum <br />board walls used to counter the seismic forces and used as <br />bracing or as shear walls proved to be inadequate and <br />performed poorly. The shear values for gypsum wallboard <br />and portland-cement stucco contained in the Code are based <br />on mono-directional testing. It is appropriate to limit the <br />use of these types of walls used to resist shear forces until <br />cyclic testing is performed and evaluated. <br /> <br />5. As to Chapter 20.24, amendments to the Uniform Fire <br />Code: Section 20.24.020 (board of appeals) is amended for <br />consistency with Building Code amendments; Section <br />20.24.030 (automatic fire protection systems) is amended to <br />be updated with the Building Code; Section 20.24.040 <br />(definitions) is added for clarification; Section 20.24.050 <br />(fire suppression fees) is added to recover cost for <br />emergency response resulting from criminal or negligent <br />conduct; Section 20.24.055 (fees) is added for clarification <br />regarding fee schedule; Section 20.24.060 (fire code table) <br />is added for clarification; Section 20.24.060 - 080 is added <br />for consistency with CUPA; Section 20.24.090 (hazardous <br />materials storage in residential area) is added to limit <br />storage quantities because of response time concerns and <br />lack of permitting requirements; Section 20.24.100 <br />(prevention of false alarms) is amended to provide <br />parameters on number of false alarms with no charge; <br />Section 20.24.110 (fire extinguishers) is added because <br />none are specified in code; Section 20.24.120 (installation <br />of fire sprinkler systems) is added to address particular <br />commercial uses and create minimum design standards; <br />Section 20.24.130 (installation of fire sprinkler systems) is <br />added because of exemption in national standard; Section <br />20.24.140 (installation of fire sprinkler systems) is added <br />because currently exempted from national standard and it is <br />6 <br /> <br /> <br />
