CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />ORDINANCE NO. 1869 <br /> <br />AN ORDINANCE OF THE CITY OF PLEASANTON AMENDING <br />CHAPTERS 20.04 THROUGH 20.58 OF THE PLEASANTON MUNICIPAL <br />CODE CONCERNING THE ADOPTION OF THE 2001 EDITION OF THE <br />CALIFORNIA BUILDING STANDARDS CODE (24 C.C.R.), INCLUDING <br />BY REFERENCE THE UNIFORM CODES FOR BUILDING (PARTS 1, 2, 3); <br />FIRE (PARTS 1 AND 2); PLUMBING; MECHANICAL; THE 1999 <br />NATIONAL ELECTRICAL CODE; AND ADMINISTRATIVE PROVISIONS <br />FOR THE 1999 NATIONAL ELECTRICAL CODE. <br /> <br />WHEREAS, <br /> <br />California Health and Safety Code Sections 17958 and 17958.5 <br />allow the City, by ordinance, to make amendments to the State <br />Building Standards Code and other regulations adopted pursuant to <br />California Health and Safety code Section 17922; and <br /> <br />WHEREAS, <br /> <br />California Health and Safety Code Section 17958.5 requires that <br />such amendments must be determined to be reasonably necessary <br />because of local climatic, geographical or topographical condition. <br /> <br />WHEREAS, <br /> <br />such amendments are reasonably necessary to protect the health, <br />safety, and welfare of the citizens of the City of Pleasanton because <br />of local climatic, geographical and topographical conditions, <br />including the following: <br /> <br />1. Local climatic conditions include a low amount of <br />average yearly rainfall, which tends to be concentrated <br />from October through April. From May through <br />September, a dry period occurs during which daily <br />temperatures remain high and there is little measurable <br />precipitation. In addition, the local climate frequently <br />includes high winds which sweep down through the valley. <br /> <br />In developed areas of the City, fires can occur in buildings, <br />rubbish, automobiles, and grass fires on vacant lots. In the <br />undeveloped areas of the City, there is a risk of large brush <br />and grass fires. If a fire occurs in either a developed or <br />undeveloped area of the City, the local dry conditions <br />combined with high winds creates the risk of a potential <br />fire storm. <br /> <br /> <br />
