-Extensive fire damage due to the limited <br /> effectiveness and capabilities of the fire <br /> department in controlling untreated wood shake or <br /> shingle fires due to reduced or delayed response of <br /> fire companies caused by traffic congestion, or by <br /> obstruction from fallen electrical power lines on <br /> response route arterials. <br /> <br /> -Extensive fire damage due to the inability of the <br /> fire department to gain sufficient access to fires <br /> involving untreated wood shake or shingle building <br /> exteriors, thereby precluding control of such fires <br /> due to terrain, slopes, landscaping, fences, <br /> electrical transmission lines and other buildings; <br /> and <br /> <br />WHEREAS, the City Council finds that because of the climatic, <br /> geologic and topographic circumstances in Pleasanton <br /> that continued use of untreated shakes and shingles in <br /> specified areas of Pleasanton would create substandard <br /> buildings within the meaning of Health and Safety Code <br /> Section 17958.8; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br />HEREBY ORDAIN AS FOLLOWS: <br /> <br />Section 1: Section 2-12.36(a)(2) PMC is hereby added to read as <br /> follows: <br /> <br /> "Section 2-12.36 Amendments, Modifications, Additions <br /> to and Deletions from the Adopted Code. The Adopted <br /> Code is modified as follows: <br /> <br /> a. Amendments or Modifications. <br /> <br /> (2) Requirement of Fire Resistive Roofinq in <br /> Hazard Areas. Section 3202(b) is amended to rea'~: <br /> <br /> '(b) Fire Retardancy, When Required. Roof <br /> coverings shall be fire retardant except in Types <br /> III, IV and V buildings which are not located in <br /> Hazard Areas, where it may be as follows: <br /> <br /> 1. · [Unchanged] <br /> <br /> 2. [Unchanged] <br /> <br /> 3. · [Unchanged] <br /> <br /> 4. The requirements of this subsection (b) <br /> apply to all new construction and to any reroofing <br /> which requires a building permit but shall only <br /> apply to the portion of the roof which is being <br /> reroofed. <br /> <br /> - 3 - <br /> <br /> <br />
