Traffic Mitigations <br />143. The following traffic improvements will be completed with the construction of the single- <br /> family, senior housing, and/or church portion of the project: <br /> a. All on-site streets as shown on Exhibit A. <br /> b. The traffic calming measures shown along Mohr Avenue and Kamp Drive (south) <br /> as shown on Exhibit A. <br /> c. Modify Q Street to include on-street bike lanes up to P Street, two northbound lanes <br /> plus a left turn lane at the church private road, transitioning to one northbound lane. <br /> d. Include an urban round-about at Q Street-P Street intersection and align the senior <br /> apartment driveway to this round-about, and construct P Street as far easterly as the <br /> school option site boundary. <br /> e. Construct Busch Road to include two left turn lanes at Q Street; one of the two <br /> through lanes may be dropped at the discretion of the City Traffic Engineer. <br /> f. The Q Street-Busch Road intersection shall be signalized. <br /> g. Valley Avenue shall incorporate two southbound left turn lanes, with corresponding <br /> modifications as approved by the Public Works Director; all widening shall occur <br /> on the east side of Valley Avenue. <br /> h. In the event the modification to the Valley Avenue-Busch Road intersection requires <br /> removal of the pedestrian crosswalk, the developer (1) shall install a sidewalk <br /> westerly to Quarry Lane and modify that signal to accommodate pedestrians and (2) <br /> shall install a continuation of the Iron Horse Trail southerly to Boulder Street and <br /> modify that signal to accommodate pedestrians. <br /> i. The Boulder -Valley intersection shall be signalized. <br /> j. The Valley-Stanley-Bemal intersection shall be modified in a manner to ensure LOS <br /> D at AM and PM peak hour periods by constructing a free westbound to northbound <br /> right turn lane with corresponding changes, or an alternative capacity enhancement <br /> approved by the City Traffic Engineer. <br /> k. The First-Ray-Vineyard intersection shall be modified to restripe the eastbound lane <br /> for one through/left turn lane and one right turn lane. <br /> 1. The Bernal-First-Sunol intersection shall be modified to include westbound triple <br /> left turn lanes with corresponding changes or an alternative approved by the City <br /> Traffic Engineer to achieve LOS D at AM and PM peak hour periods. <br /> m. The Stoneridge-Hopyard intersection shall be modified to provide through restriping <br /> and associated modifications: northbound three left turn lanes, two through lanes, <br /> one right turn lane; eastbound two left turn lanes, two through lanes, one <br /> through/right turn lane, and one right turn lane. <br /> n. The Stoneridge-Hacienda intersection shall be modified to provide through <br /> restriping and associated modifications: eastbound two left turn lanes, one through <br /> lane, and northbound two left tum lanes and two through lanes. <br /> o. In the event the City Traffic Engineer determines that there are pending <br /> modifications to City traffic policies, or if modifications have been adopted, at the <br /> time of the project's final map approval which would negate the need for any of the <br /> <br />City Council Page 31 of 32 August 20, 2002 <br /> <br /> <br />
