69. The project developer shall submit a dust control plan or procedure as part of the im- provement plans. 70. On-site drainage swales, gutters, and inlets shall be privately maintained by the project developer/property owner. 71. The project developer shall submit detailed landscape and irrigation plans as part of the improvement plans for the project's Valley Avenue and Bernal Avenue street frontages. The irrigation plan shall provide for automatic controls. 72. Any damage to existing street improvements during construction on the subject property shall be repaired to the satisfaction of the City Engineer at full expense to the project de- veloper. This shall include slurry seal, overlay, or street reconstruction if deemed war- ranted by the City Engineer. 73. The project developer's contractor(s) shall obtain an encroachment permit from the City Engineer prior to moving any construction equipment onto the site. Urban Stormwater Runoff Requirements: 74. The project's fuel dispensing areas shall be covered with the canopy shown on Exhibit A. Downspouts from the canopy shall be routed to prevent drainage across the fuel dispens- ing area. The fuel dispensing area shall be constructed of concrete and shall extend a minimum distance of 12 feet from the fueling island and at least four-feet from the nose of the dispensing island. The fuel dispensing area shall be designed to drain towards the center of the island-area and then to an underground dry sump. The dry sump shall not be connected to the storm drain or sanitary sewer but shall be pumped out by the property owner/station operator whenever a spill occurs. The size of the dry-sump shall be deter- mined by the City Engineer and Fire Marshall in conjunction with the building permit re- view and shall be shown on the building permit plan set to the satisfaction of the Planning Director, City Engineer, and Fire Marshall before issuance of a building permit. 75. The service station owner/operator shall dry sweep the fuel dispensing area routinely, and shall inspect or have inspected regularly the dispensing equipment for proper function and leak prevention. The service station owner/operator shall have a spill clean-up plan approved by the Fire Department and in place before issuance of an occupancy permit. 76. The site area outside of the canopy area shall be designed to drain away from the fuel dispensing area. This detail shall be shown on the building permit plan set to the satisfac- tion of the Planning Director and the City Engineer before issuance ora building permit. 77. The site's perimeter landscape areas facing Valley Avenue and Bernal Avenue frontages shall be designed, planted, and maintained so as to function as a vegetative filter/bio- swale area for the project.
