- 33 - <br /> <br /> (2) To assure that the Public Access and <br /> <br /> Community channels are made available to all residents of <br /> the franchise area on a nondiscriminatory, first-come, first- <br /> served basis. <br /> <br /> (3) To assure that no censorship or control <br /> <br /> over program content of the Public Access' and Conimunity channels <br /> <br /> exist, except as necessary to comply with all applicable laws, rules <br /> and regulations, including the Prohibition of material that is <br /> obscene, or contains comJnercial_ advertising, or conducts a lottery. <br /> <br /> (4) To devise, establish, and administer <br /> <br /> hall rules, regulations, and procedures pertaining to the use <br /> l.~and scheduling of the Public Access and Community channels. <br /> <br /> (5) To prepare, in conjunction with the <br /> <br /> Grantee, such regular or special reports as may be required <br /> <br /> or desirable. <br /> <br /> (6) To hire and supervise staff. <br /> (7) To make all purchases of materials and <br /> equipment that may be required. <br /> (8) To develop additional sources of funding, <br /> such as foundation or federal or state grants, to further <br /> PEG access. <br /> <br /> (9) To perform such other functions relevant <br /> <br /> to the Public' Access Channels as may be appropriate. <br /> <br /> (10) To establish budgets on an annual <br /> <br />basis, and to utilize funds and resources received from the <br />Grantor or the public usage entity designated in Section 5.3, <br />for the purpose of access programming. <br /> <br /> <br />
