BACKGROUND <br />The subject project consists of removing and replacing damaged sidewalk, curb and <br />gutter, and constructing new access ramps at various locations in the City (see <br />Attachment 1 for location list). The project locations are selected from the Street <br />Division work order list and also from direct requests by residents to the Traffic <br />Engineering Division. <br />This project is part of an annual maintenance program and will include removal and <br />replacement of sidewalks that are tripping hazards and damaged curb and gutter. <br />Access ramps that are missing or damaged near the project work area will also be <br />replaced to meet current ADA standards. <br />DISCUSSION <br />Bids <br />Sealed bids for this project were opened on August 25, 2009. A total of six bids were <br />received ranging from $165,605 to $198,067, compared with the engineer's estimate of <br />$189,000 for the project (see attached Bid Summary). The low bid of $165,605 was <br />received from Rosas Brothers Construction of Oakland, California. There was a minor <br />discrepancy in the total bid amount submitted by Rosas Brothers, which was corrected <br />by using their submitted unit price. All bid documents were found to be in order and past <br />work performed by this contractor was verified to be satisfactory; therefore, staff is <br />recommending award of the construction contract to this firm. <br />Budget <br />Staff recommends that the construction contingency amount for this project be <br />increased to 20% of the contract price due to the potential for requests from residents <br />for fixing additional locations of sidewalks, curb and gutter.
