BACKGROUND <br /> In the early 1990's, the City installed a KIVA land management software system to track <br /> a range of building, engineering, and planning permits and activities. The KIVA software <br /> was recently acquired by Accela, Inc., who informed the City that the KIVA software <br /> product is no longer being fully supported. Due to the critical nature of the land <br /> management software functions, its age and the lack of state -of- the -art functionality, and <br /> the absence of support, staff determined that it was important to migrate to a fully <br /> supported software system that meets current and future land management needs. <br /> During the same time that the City was informed about the status of KIVA, staff was <br /> conducting a review of permitting and planning activities that prompted a number of <br /> changes including the creation of the new Community Development department. <br /> Additional recommendations included acquisition of new land management systems that <br /> fully incorporates the planning process and allows for a higher degree of project <br /> management with improved opportunities for public /construction contractor interaction <br /> through the Internet. The KIVA system does not fully incorporate planning functions and <br /> does not provide Internet functionality. <br /> Based on the needs identified above, the City acquired Accela Automation Land <br /> Management software. As part of the acquisition, Accela Inc. recommended the City <br /> pursue one of its certified implementation partners to install and configure the system. In <br /> response, staff circulated an RFQ and analyzed the three proposals received. Based on <br /> this review, TruePoint Solutions, of Loomis, California, was determined to be the most <br /> qualified vendor based on its experience with previous projects, fees, schedule and the <br /> experience of its implementation team. As a result, staff negotiated the terms and <br /> conditions of the recommended Agreement, and it is now being recommend for approval. <br /> DISCUSSION <br /> The Accela Automation software purchased last year requires the services of a certified <br /> implementer to install. The recommended Agreement with TruePoint Solutions outlines <br /> the project's scope of services: <br /> Analyzing the City's development process to determine how it will interact with <br /> Accela tracking features. This process involves reviewing existing permit issuance <br /> processes to identify opportunities where Accela Automation can streamline <br /> processes. <br /> Installing the Accela Automation Land Management and other modules software on <br /> City servers. <br /> Building features and reports to be incorporated into Accela Automation. <br /> Configuring the software, including integration with the City's geographic information <br /> system, to meet City needs. <br /> Testing and deploying the software. <br /> Page 2 of 3 <br />
