He credited the City Manager with being adept at meeting with people and <br /> addressing concerns would prefer the matter be addressed through a formal Council hearing but in <br /> absence of that he would like staff to hold a properly advertised public meeting. If the result of that <br /> input is negative, the matter should return before the Council. He advised a sense of balance <br /> between what is good for the downtown as well as the people living there. <br /> Vice -Mayor Cook Kallio said she would prefer the process start with staff and only come before the <br /> Council if the issues raised cannot be satisfactorily addressed. <br /> Mr. Fialho said he would normally advocate the same but cited time constraints and the upcoming <br /> holidays as a concern. It is likely that the matter would return to the Council in any event and <br /> recommended, in the name of expedience, that the matter be agendized as a temporary use permit <br /> for Delucchi Park with a staff report outlining the parameters, concerns, and alternate locations. <br /> Mayor Hosterman noted that the Council had a great deal of interest in other locations that fell <br /> through. She said she is also disturbed <br /> that someone would question her support of democracy around the world. She reiterated her belief <br /> that this issue should not be institutionalized, voiced support for Ms. Dowding and Mr. Norman, and <br /> said she does not believe issuing a piece of paper does anything.
