Councilmember McGovern said she discussed her questions and suggestions with staff earlier. <br /> Referring to Program 1.1, she noted that the General Plan projects a 20 year vision for the City but <br /> fails to outline a process for monitoring and measuring quality of life issues. She suggested the <br /> Sustainability Program include a process to conduct a biannual study using indicators such as <br /> traffic congestion and delay, energy use, water quality and quantity, fiscal sustainability, and air <br /> quality. <br /> City Manager Fialho confirmed that staff could use sustainable measurement indicators to measure <br /> and prepare a biannual report for the Council to consider during its policy discussions. <br /> Councilmember McGovern said it would also be helpful to use during the budget process in terms <br /> of funding allocation and the preservation of vital community attributes. <br /> Mayor Hosterman concurred. <br /> Referring to the East Pleasanton Specific Plan, Councilmember McGovern voiced concern that <br /> developers may consider some of the placeholders discussed to be entitlements. She asked that <br /> the language clearly state there are no entitlements. In reference to the Hacienda Business Park, <br /> she asked that the proposed TOD designation not allow for any entitlement beyond the 5 million <br /> square feet of retail, commercial, and office space already approved. She also said she would <br /> prefer not to designate the entire development as mixed -use and instead suggested that the <br /> Council specify the areas appropriate for mixed -use TOD. <br /> Councilmember McGovern noted City's plan to implement recycled water and asked when the <br /> Council could anticipate a discussion on the related feasibility study. Mr. Fialho said the study would <br /> not come before the Council for another 12 to 18 months but noted that there are specific plans for <br /> introducing recycled water at the Staples ranch site. <br /> Councilmember McGovern said Zone 7 only anticipates it will be able to provide the city with water <br /> through year 2015 and stressed the importance of implementing a recycled water plan throughout <br /> the city as soon as possible. <br /> In response to Councilmember McGovern's concerns regarding entitlements, Ms. Stern directed her <br /> to page 2 -32 and noted that it only addresses residential development. Councilmember McGovern <br /> asked staff to craft parallel language to address other zoning as well. The Council supported the <br /> recommendation. <br /> Councilmember Thorne said he has heard considerable public concern regarding the plans for <br /> stoplights going in to town. He questioned and confirmed that the Council and public will have the <br /> opportunity to weigh in on those before installation. He has also heard concerns surrounding the <br /> third left -hand turn lane from Santa Rita Road onto Valley Avenue and asked staff to make sure it is <br /> clarified that the issue will not be considered until after the impacts of Stoneridge Drive extension <br /> have been learned. <br /> Traffic Engineer Michael Tassano said the intersection is identified as a potential improvement, <br /> specifically with respect to the turn lane in question. He noted that while it would provide short-term <br /> improvement, the General Plan contains a footnote stating that at build out and with the extension <br /> of Stoneridge Drive, that improvement is not necessary. Councilmember Thorne questioned and <br /> confirmed that there are no immediate plans to perform the improvements. <br /> Referring to Program 9.1 on Page 3 -50, Councilmember Thorne asked that support of the Triangle <br /> Study be contingent upon improvements to SR 84 between Highway 680 and Pigeon Pass Road. <br /> City Council Minutes Page 6 of 14 July 21, 2009 <br />
