Installation Costs
As mentioned, staff had previously solicited bids for the reinstallation of the Foothill
Road street lights from the City street light maintenance contractor, Vista Universal Inc.,
as well as the contractor currently doing street light replacement on another City
contract, Lawrence Backhoe Services. Based upon the two previous bids, it was
determined that Vista Universal was the lowest bidder. Staff has been working with
Vista Universal to keep current with the escalating price of materials and labor for the
installation of these street lights. The price quotation for the 18 new poles with LED
lights is $45,908. Additionally, staff also asked for a price to replace the three existing
HPS street lights with LED lights to give a consistent appearance to the roadway along
the Golden Eagle Frontage, as the light source for LED lighting casts more of a white
light, while HPS lighting casts more of a yellow light. In order to provide for more
uniform lighting along this corridor and in anticipation of the eventual City -wide
conversion to LED lighting, it is recommended that the existing intermediate lighting at
the intersections be converted to LED lighting as well. The price quotation for the three
intersection lights is $2,970. If Council determines that all eighteen street lights and the
three existing street lights on Foothill Road be retrofitted with LED lights, staff
recommends the City Manager be authorized to enter into a contract with Vista
Universal, Inc. for the installation of these street lights.
As mentioned previously, since the street lights were removed in 1990, the trees around
the street light bases have grown considerably; consequently, some of the trees may
require pruning before the poles can be installed. This pruning could incur extra costs
above the bid price mentioned for the street light installation. Staff has not obtained
pricing for this work, but anticipates that the cost will be less than $5,000. The project
contingency has been increased from the normal 10% to 15% to allow sufficient funds
for any necessary tree trimming.
Submitte y: Fiscal Review: Approve by:
Brian Dolan David P.
