BACKGROUND <br /> The Pleasanton Senior Center was constructed in 1991. Since 1998, the roof has <br /> experienced minor leaks and repairs. More recently, the leaks have become more <br /> frequent and have created slippery floors within the Center when leaks were <br /> undetected. In order to solve the ongoing problem, it is recommended that the roofing <br /> be replaced. <br /> The project consists of the complete removal and replacement of the existing concrete <br /> tile roof down to the roof sheathing (plywood), and the removal and replacement of the <br /> flat portions of the roof which are currently covered with tar and gravel. The <br /> replacement concrete tile will be the same type and color, which will keep the style <br /> consistent with other local buildings. The flat tar and gravel portions of the roof will be <br /> replaced with white PVC roofing material instead of the existing gravel as this roof has a <br /> longer life expectancy and is more reflective for better insulating value. This PVC <br /> roofing is consistent with the City's efforts to implement more energy efficient "Green" <br /> improvements. <br /> DISCUSSION <br /> Bids <br /> Sealed bids for this project were opened on August 12, 2009. There were a total of <br /> seven bids received with bid amounts ranging between $237,500 and $488,120 (see <br /> Attachment 1). The engineer's estimate for this project was $275,000. <br /> Staff reviewed the bid submitted by the apparent low bidder, California Roofing <br /> Company, Inc., and found it to be in order. Past work performed by this contractor was <br /> also verified to be satisfactory. Staff recommends award of the construction contract to <br /> the lowest responsible bidder, California Roofing Company, Inc. <br /> Budget <br /> The subject project was authorized in the 2009/2010 Capital Improvement Program. <br /> Project funding and estimated expenditures are presented in Attachment 2 to this <br /> report. <br /> Staff is recommending a 20% project contingency ($47,500) in order to accommodate <br /> other possible repairs that will be needed but cannot be identified until the roofing <br /> material is removed and the underlying layer exposed for a visual inspection. <br /> Page 2 of 3 <br />
