Here is just a few the known affects. Noise not only affects hearing. It affects other parts of <br /> the body and body systems. It is now known that noise: <br /> Increases blood pressure <br /> Has negative cardiovascular effects such as changing the way the heart beats <br /> Increases breathing rate <br /> Disturbs digestion <br /> Can cause an upset stomach or ulcer <br /> Can negatively impact a developing fetus, perhaps contributing to premature birth <br /> Makes it difficult to sleep, even after the noise stops <br /> Intensifies the effects of factors like drugs, alcohol, aging and carbon monoxide <br /> Higher stress levels <br /> Hypertension <br /> Aggression <br /> Sleep Disturbance at dB levels greater than 45 dB the average person cannot sleep <br /> Tinnitus leading to forgetfulness, severe depression and at times panic attacks <br /> Research is on -going and continues to provide data suggesting the devastating effects of <br /> noise on health. <br /> I strongly urge the Planning Commission place further conditions on the proposed use permit <br /> modification. They are: <br /> 1. Because both performing areas are in direct line of site with the townhomes in St. John <br /> Court, limit outside activities for either music or other entertainment no later than 9:00 p.m. <br /> Sunday through Thursday. The recommended 10:00 p.m. condition on Friday and Saturday <br /> would be acceptable. <br /> 2. Reduce the acceptable noise level to 60 dB at the property line for entertainment events. <br /> 3. Limit the number of outside events to no more than 3 per week. <br /> 4. Require continuous noise level monitoring at Barone's property line with reports to <br /> available to residents and Planning Department showing average noise level and peak levels <br /> whenever there is outside entertainment. <br /> Thank you again for your assistance and consideration of these additional reasonable <br /> conditions. <br /> Sincerely, <br /> Dennis W.
