PUBLIC REVIEW PROCESS The City distributed an initial Notice of Preparation (NOP) for an environmental impact report (EIR) on December 28, 2005, for agency and public review. The purpose of the NOP was to announce the City's intention to prepare and distribute a Draft EIR on the proposed General Plan and to solicit comments on the scope and issues that should be considered in preparing the EIR. The initial NOP comment period closed on January 30, 2006. The City also held a public scoping meeting on January 30, 2006. The scoping meeting provided members of the public with an opportunity to orally present their concerns about the proposed General Plan. The City received comments through the combined NOP and public scoping process. Based partially on the NOP and public scoping process, the City prepared a Draft EIR (DEIR) that was published on September 22, 2008. The CEQA- mandated 45 -day public review period was extended to a 75 -day public comment period that began on September 22, 2008 and ended on December 5, 2008. In addition to the comments received at a public hearing conducted by the City Planning Commission on October 15, 2008, various individuals, organizations, and public agencies submitted comment letters. Responses to all comments received were prepared and included in the Final EIR (Responses to Comments document), which was prepared in accordance with CEQA and the guidelines for implementation of CEQA. 3
