THE CITY OF 8 <br /> CITY COUNCIL AGENDA REPORT <br /> pL£ ASANTONo <br /> August 18, 2009 <br /> Community Development <br /> Engineering Division <br /> TITLE: APPROVAL OF PLANS AND SPECIFICATIONS, REVIEW OF BIDS, AND <br /> AWARD OF CONSTRUCTION CONTRACT TO C. F. ARCHIBALD, INC. IN <br /> THE AMOUNT OF $1,584,770 FOR ANNUAL RESURFACING OF <br /> VARIOUS CITY STREETS (CIP NO. 095003) <br /> SUMMARY <br /> Plans and specifications were prepared for the subject project, which consists of <br /> approximately 1,100,000 square feet of pavement resurfacing on various City streets. <br /> Bids have been received and staff is recommending award of the construction contract <br /> to the lowest responsible bidder, C. F. Archibald, Inc. in the amount of $1,584,770. The <br /> objective of the resurfacing project is to keep streets in a safe and smooth riding <br /> condition by overlaying the existing street surface with a new layer of asphalt concrete. <br /> RECOMMENDATION <br /> 1. Approve the plans and specifications for the subject project. <br /> 2. Review the bids received and award the construction contract to C. F. Archibald, <br /> Inc. of Redwood City, California, for a low bid amount of $1,584,770. <br /> 3. Authorize the City Manager to enter into the above construction contract. <br /> 4. Authorize the Director of Community Development to approve and execute <br /> contract change orders for a contingency amount not to exceed $237,715 (15% <br /> of the contract amount) for necessary related project work. <br /> FINANCIAL STATEMENT <br /> This project is included in the City Capital Improvement Program (CIP) and funded with <br /> various sources including State Gas Tax. Because approval of the State Budget has <br /> delayed the receipt of Gas Tax revenue, the project budget (Attachment 2) proposes to <br /> use a number of available streets funding sources not specifically identified in the CIP <br /> for this project. This funding is in project fund balance and will not impact other CIP <br /> projects. Once the City receives its State Gas Tax revenue, estimated by the end of the <br /> calendar year, staff will make any necessary adjustment to the CIP. <br />
