F. ARCHIBALD, INC. IN THE AMOUNT OF $1,584,770 FOR ANNUAL RESURFACING OF VARIOUS CITY STREETS (CIP NO. 095003) SUMMARY Plans and specifications were prepared for the subject project, which consists of approximately 1,100,000 square feet of pavement resurfacing on various City streets. Bids have been received and staff is recommending award of the construction contract to the lowest responsible bidder, C. F. Archibald, Inc. in the amount of $1,584,770. The objective of the resurfacing project is to keep streets in a safe and smooth riding condition by overlaying the existing street surface with a new layer of asphalt concrete. RECOMMENDATION 1. Approve the plans and specifications for the subject project. 2. Review the bids received and award the construction contract to C. F. Archibald, Inc. of Redwood City, California, for a low bid amount of $1,584,770. 3. Authorize the City Manager to enter into the above construction contract. 4. Authorize the Director of Community Development to approve and execute contract change orders for a contingency amount not to exceed $237,715 (15% of the contract amount) for necessary related project work. FINANCIAL STATEMENT This project is included in the City Capital Improvement Program (CIP) and funded with various sources including State Gas Tax. Because approval of the State Budget has delayed the receipt of Gas Tax revenue, the project budget (Attachment 2) proposes to use a number of available streets funding sources not specifically identified in the CIP for this project. This funding is in project fund balance and will not impact other CIP projects. Once the City receives its State Gas Tax revenue, estimated by the end of the calendar year, staff will make any necessary adjustment to the CIP.
