RESOLUTION NO. 09 -315 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, <br /> AMENDING THE PLEASANTON GENERAL PLAN 2005 -2025 TO ADD <br /> PROGRAM 1.6 TO THE CIRCULATION ELEMENT <br /> WHEREAS, the City of Pleasanton prepared a Draft Pleasanton General Plan <br /> 2005 -2025 "Project and <br /> WHEREAS, on July 21, 2009, the City Council received the Planning Commission's <br /> positive recommendation for approval of the Project and, on that date, received reports <br /> from the City staff concerning the Project; and <br /> WHEREAS, on July 21, 2009, the City Council conducted a public hearing on the <br /> Project, took testimony from members of the public, and considered the <br /> recommendations of the City staff concerning the Project; and <br /> WHEREAS, on July21, 2009, the City Council certified the Final Environmental <br /> Impact (EIR) Report for the Project, finding that the Final EIR was complete, adequate, <br /> and in compliance with the California Environmental Quality Act (CEQA); and <br /> WHEREAS, on July 21, 2009, the City Council adopted the Pleasanton General <br /> Plan 2005 -2025 as set forth in Resolution 09 -314; and <br /> WHEREAS, the City Council wishes to amend the Pleasanton General Plan <br /> 2005 -2025 to add a new Program 1.6 to the Circulation Element. <br /> NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE <br /> CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE, AND ORDER <br /> THE FOLLOWING: <br /> SECTION 1. Amends the Pleasanton General Plan 2005 -2025, as adopted in <br /> Resolution 09 -314, by adding Program 1.6 to the Circulation Element, as follows: <br /> Program 1.6: Open the Stoneridge Drive extension to through traffic when <br /> Pleasanton reaches an agreement with its regional partners (i.e. the cities of <br /> Livermore and Dublin, the County of Alameda) for a strategic approach and funding <br /> plan for relieving traffic congestion in the Tri- Valley. This agreement will be <br /> embodied in a policy /plan adopted by the City Council (following a public hearing) <br /> that includes a plan which prioritizes funding for improvements to 1 -580, 1 -680 and <br /> State Route 84 and requires completion of a regional arterial network that includes <br /> Dublin Boulevard, Jack London Boulevard, North Canyons Parkway, and the <br /> Stoneridge Drive extension. As elsewhere, the City is committed to creating a safe <br /> environment on the Stoneridge Drive extension, consistent with General Plan <br /> policies as applied throughout the City. <br /> 1 <br />
