Tom Murphy said many tennis players met with Parks and Recreation staff regarding the proposed court rates and availability, discussed the need for additional tennis courts, voiced frustration in making reservations, total usage of the courts, referred to the activity guide which shows there are 7 pages of tennis activities available for players, and discussed a private vendor’s monetary support to build additional courts. He requested the City budget capital for the build-out of two additional courts at the Tennis and Community Park as per the original General Plan and to add lights to the Amador High School courts and allow open play at those courts as is done in other cities. He said the new baseball field was completed at a cost of $8 million and will not have near the year-round demand like tennis courts, and asked the Council to consider his request. Councilmember Sullivan questioned and confirmed with Mr. Murphy that the courts which were resurfaced at Pleasanton Middle School (PMS) work well and are used constantly for the tennis community; there is a huge demand during concentrated periods of time such as after work and on weekends. Councilmember Sullivan requested the City Council discuss how tennis courts are scheduled under Matters Initiated. Councilmember Thorne referred to approval of a capital budget that includes specific projects which he said is done at a separate time. Vice Mayor Cook-Kallio then briefly explained to Mr. Murphy the process of Matters Initiated, which would be taken up at the end of the meeting. Jim Musfeldt said one of the guiding objectives of the 2005 Pleasanton Plan is to provide sufficient, available and convenient community programs to residents, He requested the Council continue to support the lighted Staples Ranch tennis courts and research the possibility to provide convenient public access at Amador and Foothill High School tennis courts, add lighting to Amador tennis courts during prime time hours, and add two additional lighted tennis courts at the Pleasanton Tennis Center as well as incorporate tennis into the Bernal Plan. Councilmember Sullivan referred to the Bernal Phase II design underway and questioned if there were tennis courts in the conceptual design. Mr. Fialho said no, this was discussed two years ago and the Council concluded that rather than modifying the Community Park Master Plan and specific plan approved by the voters, staff would redirect resources and install lights at Pleasanton Middle School, which led to construction and re-construction of the tennis courts. Simultaneously, the Council also requested staff look into construction of additional lighted tennis courts at Staples Ranch and the plan was presented with two tennis courts reflected in the neighborhood park. There are plans to construct an additional two courts at Staples Ranch. Leonard Cooper, President of the Pleasanton Community Tennis Club, said he has come before the Council in the past regarding the amount of tennis facilities. He noted the amount of land available; mentioned meeting with the Parks and Recreation staff and noted ideas to solve the problem. He asked to have two courts added to the plan as well as additional lighting. Jim Horen echoed comments from previous speakers, requested the Council direct staff to work with the local tennis community and incorporate stated improvements, specifically the fulfillment of the original tennis and Community Park plan for 12 lighted courts and lighted courts at Amador, which he felt could be added to this year or next year’s CIP adoption. Mr. Fialho reiterated that when the tennis courts were constructed in the 1996/97 timeframe as a compromise between the neighborhood and City, the decision was made to delete two courts from the ultimate build-out of the site in recognition and of potential impacts on the adjacent City Council Minutes Page 4 of 13 June 16, 2009
