R Robert Harris Associates
LETTER 11
Caamum,u
In Planar.
Danlape n[ al
Fondant CETVQ
DEC 5 2008
Dxember 5, 2008 CITY OF PLEASANTON
PLANNING DIVISION
Janice Stern, Principal Planner
C ty of Pleasanton
200 OM Bernal Avenue
Pleasanton, CA 94566
R General Plan Update and DEIR
Diar Ms, Stern:
The purpose of this letter is to comment on the Pleasanton General Plan Update and the
Daft Environmental impact Report prepared for the Update.
1 represent Jennifer Lin owner of the 562 acre Oak Grove property located at the eastern
terminus ofHearet Drive. In reviewing the Land Use Map of the General Plan Update
v d Figure 2-3 of the DEIR, we noticed that the land use designations on the Oat Grove
pn operty have been changed from the current General Plan On the laner Oak Grove is
designated as 489 acme of Rural Density Residential and 73 acres of Public Health and
Safety Open Space, The maps in both the Update and DEIR appear to have retained the
T acres of Open Space but the designation of the remaining 489 acres of the property has
In en significantly changed. It appear that, in harmony with the PUD (PUD -33)
a; proved for Oak Grove, the General Plan has been changed to designate Rural Density
R sidential in the area shown for development in the PUD, whik the area to be dedicated
to the City is designated as Parks and Recreation. This means approximately 66 acres is 11
di:signsted Rural Density Residential in the Update and its DEM with the remainder of
the 489 acres, or approximately 423 acres, designated Pads and Recreation. We note,
also in conformance with PUD -33, the maps indicate Oak Grove may have a maximum
of 51 units,
%►bile we understand the City apparently wants to make the now General Plan better
reflect the entitlement granted by PUD -33, we are not comfortable that the Land Use
Map shows only 66 acres of Rural Density Residential on Oak Grove, even with the
cr veat that up to 51 units could be bcated there. Our concern is that someone might
q hestion how 66 acres of Rural Density Residential, which allows no more than one
dwelling unit per five acres, could be construed to accommodate 51 homes.
