•r
C ity of Pknanton, Draft General Plan Page 3
October 9, 101*
Program 5:4 Adopt an historic landmark preservation ordinance to protect individual
buildings and sites of historic significance 10 Pleasanton.
Program 5:6 Encourage the use of educational workshops. exhibits. and teaching materials
thst celebrate the city's ancestral heritage and Native American contributions. and encourage
p. rticipation by Native American groups in developing such programs. (pages 7 -35 7 -36).
Comments and Discussions:
The discussion and accuracy of information presented in Section 7 -17 is somewhat disturbing. The
information on "Cultural Resources Archaeological Resources" is so undernourished and thc
information is so underrepresented relative to the previous+ archaeological studies conducted upon our
ancestral cemetery sites. Who wrote this overview for the Draft General Plan? Apparently your
consultan: either somehow missed one of the most important and significant Mcganos Period
archaeological sites within the Planning Area or someone just decided to deliberately Jismiss and 1.1
diminish its significance (especially defined under CEQA and Public Resources Code
Site CA -ALA -313 commonly known as Santa Rita Village yielded some of the wealthiest, and
therefore, significant ancestral remains recovered in the Faust Bay. A total of 64 of our ancestral remains
can hardly be considered .just "cranial fragments." Again. whoever was consulted for this cultural
resources section appears to be either incompetent or helshc deliberately decided to reduce the
sljutjficangg of our ancestral cemetery and village sites within the Planning Area. This section clearly
faits to measure up to any standard wider CEQA.
After revi :wing Section 7 -35 7-36. here we would Iikc to respond by slating that over these past years
our Triba leadership has been thwarted by several City of Pleasanton officials who made deliberate
efforts to prevent our involvement in the planning and designing of educational displays and
presentations about our tribe's history and heritage and its relationship to thc City. Furthermore, when
our Tribal family members, along with our WWII and Vietnam Veterans. marched in the November i I,
2002 Veteran's Day Parade the only coverage that we received by the local media was a fraudulent
article declaring the "Tribe's plans to put a casino in Pleasanton." While this news article has nothing to
do with City officials, this article was nonetheless disturbing to our people especially because no one in
our Tribe ;poke to the press nor let alone discuss a casino. Furthermore, what was even more distressing
was that !mere was no media coverage of our senior WW It Veteran and Elder, Mr. Hank Alvarez who
served in he 101" Airborne Division and landed at Utah Beach in Normandy and who was one of the
keynote speakers that day at the parade.
As you mi,y already know, that our ancestors have resided within the greater San Francisco Bay Arca for
over the punt 12,000 years. and archaeological evidence indicates a 7,000 year history of our people in
the East Bay. Furthenrtore, during the mid -19 and early 20 centuries, our Tribal ancestors resided on
the Alisal Rancheria, Sunni Rancheria, Arroyo Mocho Rancheria (Livermore), 11 Moline Rancheria
(Niles) and also in San Leandro and Newark. Our families worked on the local ranches. vineyards and
hopyards. They worked for thc Hearst, Apperson, Koopman, Bernal, Geary, Wauhab and other families.
Some went to school in Pleasanton while others were shipped onto Indian Boarding schools at Sherman
Institute aid Chemawa in Oregon. Our Tribal men and women have served honorably in the United
States Armed Fnrvcs (Army. Navy, Marine Corps and later Air Force) during WWI, WWII, Korea,
Vietnam, iksert Storm and some arc presently serving in fray, Some of our people were baptized and
were buried at Si Augustine's Church and whole most were baptized at Mission San Jose.
■Inate
