THE DPTS <br /> <br />NEXT STEP IN THE OPTS MASTER PLAN PROCESS <br /> <br />NOTES ON BUDGETING" PROJECT ApPROVAL <br /> <br />The OPTS Mastet Plan is a set of tecommendations for future improvements to <br />ptoject sites. It can help provide a vision of what these pam of downtown Pleasanton <br />could be in the future. The OPTS Master Plan is a vital step in the process, but it is <br />only a first step. The actual implementation of these recommendations into con- <br />struction projects requires one or more intermediate steps. <br /> <br />Some sites in the OPTS Master Plan are within the jurisdiction of more than one <br />entity (e.g., City of Pleasanton and Alameda County). To the extent that they are, <br />coordination, permits, and perhaps purchase or lease agreements, may be required <br />prior to construction. <br /> <br />Some sites will require an interim phase of research and assessment. Fire Station <br />No. 1 will require further engineering to investigate the status of the existing building <br />and evaluate alternative approaches. The Main St. Bridge will require an engineering <br />assessment if major changes to the pedestrian walkway and railings are planned. The <br />Arroyo del Valle recommendations include further environmental analysis. <br /> <br />Oesign development, the next phase, is the process of developing the preliminary <br />design diagrams into specific recommendations, with dimensions, materials, and pre- <br />liminary engineering defined. This phase will include the description of probable con- <br />struction costs, and other related costs necessary to complete installation of a project. <br /> <br />In all cases, each individual project must be described specifically enough that a <br />budget may be developed. When this budget is approved by the City Council, the <br />preparation of construction documents (plans, details, notes, specifications describing <br />the construction work) can begin. These documents would form parr of a contract <br />agreement between a construction contractor and the City of Pleasanton. When con- <br />struction documents are completed, and a contractor is selected, construction may <br />begin. <br /> <br />After installation, each project would become a parr of the maintenance responsi- <br />bility of the City. <br /> <br />. . . <br /> <br />NEXT STEP <br />53 <br /> <br />lIil II <br />
