Background <br /> <br />This supplemental Mitigation and Monitoring Reporting Plan (MMRP) has been prepared <br />for the negative declaration for the Bemal Property creeks and waterways restoration <br />project. <br /> <br />Mitigation and Monitoring Reporting Plan <br /> <br />This MMRP identifies the time at which mechanisms and procedures will be applied to <br />ensure that mitigation measures identified in the negative declaration are implemented <br />and reported as intended~ <br /> <br />Assuring Mitigation <br /> <br />The City of Pleasanton's Planning and Community Development Department and Public <br />Works Department will assume primary responsibility for assuring that the mitigation <br />measures are implemented. Other City Departments as well as federal and state agencies, <br />and interested third parties will oversee activities in their particular areas of concern. <br /> <br />Monitoring Will be necessary at several stages of project development, including: <br /> <br />· Prior to construction activities <br />· Prior to commencement of channel work <br />· During construction <br />· After construction <br /> <br />The mitigation measures listed in this supplemental MMR. P generally identify the timing <br />of their implementation. <br /> <br />The government agency responsible for monitoring the mitigation measure must verify <br />that the required action has been successfully completed. Verification by the <br />governmental agency will typically be accomplished through either staff inspection of the <br />physical result of the mitigation measure, or by acceptance or approval of documents or <br />plans demonstrating compliance with the mitigation measure. <br /> <br />Documenting Compliance <br /> <br />The City of Pleasanton will maintain a Compliance File that contains all plans and <br />approvals for the project. The Compliance File will be made available for review upon <br />request by interested federal, state, and regional agencies, interested third parties, and <br />members of the public. <br /> <br />In sum, the MMRP describes how compliance with the Permit mitigation measures will <br />be achieved and how compliance will be verified. <br /> <br />Page I <br /> <br /> <br />
